A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AWARDING A CONTRACT TO CIVICPLUS TO REDESIGN THE CITY'S
WEBSITE AND PROVIDE HOSTING SERVICES AND AUTHORIZING
THE MAYOR OR DESIGNEE TO SIGN THE CONTRACT
WHEREAS, on January 4, 2022, Council appropriated funds in the amount of
$50,000 from dedicated ARPA (American Rescue Plan Act) funds to redesign the City's
website that is in need of a refresh to take advantage of new technologies and on-line
features that will enhance the way residents, businesses, and visitors do business with
the City; and
WHEREAS, Council also chose a new domain name (www.lynwood.gov) that
staff is working on to obtain from the .GOV registrar and staff released a Request for
Proposals (RFP) on January 3, 2022 and received bids from eleven vendors on January
13, 2022; and
WHEREAS, a Selection Committee was formed consisting of 5 members from
the City Manager's Office, Recreation, Finance, and Technology Services to review and
score the eleven bids received; and
WHEREAS, the Selection Committee scored CivicPlus the highest based on the
experience of the vendor, overall cost and justification, website design quality, vendor
reference, adherence to the RFP, and hosting and backend functionality and Granicus
came in second and Planetaria Media in third; and
WHEREAS, CivicPlus is a strong candidate with over 7,500 local government
customers across the United States and Canada, have over 20 years of experience with
a focus to help local governments, and the pricing is competitive for the services they
offer; and
WHEREAS, the domain name www.lynwood.gov is currently under.
consideration by the .GOV registrar but may be denied since there are multiple cities in
the United States called Lynwood and the naming convention required by .GOV
domains is the city and abbreviation of the state; Therefore, we may have to
use www.lynwoodca.gov if we wish to use this top-level domain; and
WHEREAS, funding in amount of $50,000 from dedicated ARPA funds was
allocated to account 1011.65.290.62015, the project will not exceed $50,000 for the
website redesign and hosting, and annual maintenance and hosting will cost about
$10,500 per year.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY RESOLVE AND DETERMINE AS FOLLOWS:
Section 1. The City Council of the City of Lynwood hereby finds and declares
that the foregoing recitals are true and correct, and incorporates them herein as findings
and as a substantive part of this Resolution
Section 2. That the City Council of the City of Lynwood approves and
authorizes the Mayor or designee sign a contract with CivicPlus approved as to form by
the City Attorney to redesign the City's website and provide hosting services.
Section 3. Authorize the Mayor to execute the Resolution for and on behalf of
the City of Lynwood.
Section 4. This Resolution shall go into effect immediately upon its adoption.
