A RESOLUTION OF THE CITY COUNCIL APPROVING A SPONSOR
AGREEMENT WITH CALIFORNIA CONSERVATION CORPS TO WORK
ON THE FERNWOOD AVANUE PARK PROJECT (4011.68.037)
PROVIDING 480 LABOR HOURS AT A RATE OF $24 PER HOUR
WHEREAS, the City received funding from the San Gabriel and Lower Los
Angeles Rivers and Mountains Conservancy (RMC) in the amount of $1,692,575 for the
Lynwood Park Infiltration Restoration and Water Quality Improvement Project; and
WHEREAS, to be competitive for the grant, the grant included anticipated
partnership with the California Conservation Corp (CCC) to assist with the Project
construction; and
WHEREAS, on July 22, 2019, the Board of the RMC approved to change the
project site location from the parking lot at Lynwood City Park to a City owned lot at
Fernwood Avenue and State Street to develop a park at Fernwood Avenue; and
WHEREAS, in October 2021, staff released a notice inviting bids for the
construction of the Project; and
WHEREAS, included in the specifications is the use of the CCC into the Project
construction; and
WHEREAS, on February 1, 2022, the City Council awarded the Project to
California Landscape and Design; and
WHEREAS, California Landscape and Design will use CCC on landscaping work
for maximum labor hours of 480; and
WHEREAS, CCC requires for the City to enter into a Sponsor Agreement.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER AND RESOLVE AS FOLLOWS:
Section 1. That the City Council approves for the City to enter into a Sponsor
Agreement with CCC and authorizes the City Manager to sign the Sponsor Agreement
attached hereto as Exhibit A in a form approved by the City Attorney.
Section 2. That the City Council approves for the City to use CCC to perform
landscaping tasks at the Project site for a maximum 480 labor hours for an estimated
amount of$11,520.
Section 3. That this resolution shall take effect immediately upon its adoption.
