1. Introductions
Chairman Rycyk called the meeting to order at 10:30 a.m. and asked everyone present to introduce
themselves.
2. Adoption of the agenda as printed or amended
As no additions, deletions or amendments were noted the agenda stands as printed.
3. Approval of Minutes for the Meeting of December 7, 2009
As no additions, deletions or amendments were noted the minutes stand as written.
4. Public Comment Opportunity
No public comment was received.
5. Scheduled Reports
a. Airport Activity Report – Airport Manager
Mr. Craft reported on the following items:
A letter was received from a gentleman in Tucson, AZ who found it in an antique store. The
letter was postmarked 1954 and depicts the Air Mail Route it travelled from Jefferson City to
Kansas City on its final destination to San Diego, CA.
Effective February 11, 2010 Delta Airlines will initiate daily non-stop jet service to Memphis
International Airport utilizing 50-seat regional jets. The jet service will be provided on the lfirst
departure each morning and the last arrival each evening.
Effective February 1, 2010 Columbia Flight Service Station will close due to Lochhead-Martin
consolidating 10 of their facilities into to a hub facility out of Fort Worth, TX.
American Barnstormers is considering Jefferson City as one of their stops for their 2012 tour.
During their 2008 tour they had approximately 500 passengers and extended rides for an
additional day. The dates have not been determined at this time.
The Wings of Freedom is considering Jefferson City as one of their stops for their 2010 or
2011 tour. The dates have not been determined at this time.
Parks, Recreation and Forestry personnel will not be able to assist with tree removal in the
Cedarvale Drive area, however the street division will assist as time permits.
Police Chief Schroeder has offered officers to assist with geese patrol.
Airport tenants will be receiving letters asking them to report personal property being stored
on airport land, to comply with state law requiring rental or leasing facilities to report personal
property held at leased facilities to county assessors.

In order to complete the Airport Layout Plan Update the Missouri Department of
Transportation (MoDOT) requires a new property boundary survey. The property boundary
was surveyed in 2005, however, subsequent review by MoDOT revealed problems. This
project is eligible for FAA entitlement money which will pay 95 percent of the project cost.
The 2010 agreement with the Federal Aviation Administration for the Contract Tower
Program was received. This agreement is a cost sharing arrangement. The current monthly
cost to the City for air traffic control personnel costs is $4,826.70. MoDOT currently
reimburses the City 50 percent of the cost.
In calendar year 2009 traffic counts were down compared to the same time in calendar year
2008. Traffic counts began decreasing October 1 and did not rebound by year’s end.
b. FBO
Mr. Shorthose reported that fuel sales for 2009 were off approximately 8 percent from 2008. He
stated that their maintenance and avionics facilities are staying busy.
c. Friends of the Airport
Mr. Mehrhoff stated that he does not have a report at this time.
6. Old Business
a. Crop and Wildlife Management
Mr. Gentry requested to table his report to the February 1, 2010 meeting in order to gather additional
information and present a complete report at that time.
7. New Business
a. Discussion of prioritization of airport improvement project list
The committee discussed the best location a new air traffic control tower, and future development
potential of the airport, and whether additional land was needed. Mr. Craft stated that an ideal location for
a new control tower is on the south side of the airport.
Ms. McMillan explained that the airport is currently constrained with the amount of land for future
development and expansion.
Mr. Mehrhoff inquired if the property northwest of his hangar was suitable for future development. In
response, Mr. Craft explained that this particular property is currently being used for fill. He stated that it
would be very difficult to put buildings on that property due to the instability of the ground. Mr. Craft
explained that the clear zone is also an issue because of the height limitation.
Mr. Gentry suggested the project list be reorganized show priorities and those projects that may be
completed with nominal cost.
Mr. Rycyk stated land acquisition could provide revenue if the Airport could rent land for hangars or
aircraft businesses.
Mr. Shorthose inquired of the FAA’s priorities. Mr. Craft explained that their first priority is usually
pavement needs, and that land acquisition may not be their highest priority at this time.
Mr. Naught suggested considering new sources of revenue that could be brought in either by
extending runways or widening taxiways.
Mr. Craft explained that extending Runway 927 is a high priority and is contained in the Airport Master
Plan and the Airport Layout Plan. He stated that an Environmental Assessment must be conducted
before the runway extension can be constructed. Mr. Craft explained that according to MoDOT the
Environmental Assessment is programmed for FY2010 and is dependent upon the availability of grant
funding. He stated that an Environmental Assessment takes approximately two years to complete.
Mr. Mehrhoff suggested that the Committee draft a letter to Senators Bond and McCaskill to
requesting funding for the land acquisition and a new air traffic control tower.
Mr. Rycyk inquired of the Committee’s position on requesting funding from state and federal
government for land acquisition and construction of a new air traffic control tower.

Mr. Morgan moved and Mr. Shorthose seconded to recommend that the Committee pursue federal
funding, in the form of a letter, for land acquisition and construction of a new air traffic control tower at the
Jefferson City Memorial Airport. The motion passed unanimously.
Mr. Gentry volunteered to draft a letter to Senators Bond and McCaskill.
Mr. Rycyk asked the Committee’s preference on how to proceed on the prioritization of the project
improvement list.
Mr. Gentry moved and Mr. Naught seconded to table discussion on the project improvement list and
requested that Mr. Craft report on revised recommendations at the February 1, 2010 meeting. The
motion passed unanimously.
Mr. Rycyk concluded with suggesting that Committee members review the project improvement list
and mark each project as either a high priority or a low priority and at the same time note any ideas that
are not on the list.
b. Inspection of the Air Traffic Control Tower
Mr. Craft reported that Ron Davenport, Building Regulations Division Director, had inspected the
ATCT and made three recommendations for short term repairs. He stated one interim repair had been
made on December 23, 2009 when sealant was placed on the southeast and northwest corners of the
roof to prevent further leakage. Mr. Craft will give a status report on the other recommendations at the
next meeting.
Mr. Craft reported that the rotating beacon light on the air traffic control tower is in need of
replacement. He explained that two of the three brushes burned out the week of December 21-25, 2009.
8. Other Business
A. Mr. Rycyk reported that Jefferson City Flying Service is sponsoring Chamber Connections on
Thursday, January 21, 2010 from 4:30 p.m. to 6:00 p.m. at the American Legion Hall.
9. Next Meeting Date
The next meeting is scheduled for Monday, February 1, 2010 at 10:30 a.m. in the Airport Conference
Room.
