Introductions Chairman Rycyk called the meeting to order at 10:30 a.m., and asked for introductions from everyone present. 2. Adoption of the agenda as printed or amended Approved as printed. 3. Approval of Minutes for the Meeting of September 9, 2011 As no additions, deletions or amendments were noted the minutes stand as written. 4. Public Comment Opportunity None. 5. Invited Guest Don Fontana Minutes/Airport Advisory Committee Page 2 December 14, 2011 6. Schedule Reports a. Airport Manager’s Report *Mr. Craft reported, in November, the airport received a visit from EPA and stated “unofficially” the visit seemed to have gone fairly well. The EPA however, did recommend, the storm water pollution policy be distributed to all tenants and all are familiar with the policy. *Update on control tower, most work is finalized, a new roof has been completed, rotating beacon have been replaced and working well; however, still awaiting the installation of the lightning rods. On other projects, five capacitors still need replaced in the voltage regulators. *The Airport meeting room has been updated with new paint. With efforts to make it more presentable for the State Capitol more updates will be forthcoming- Britt will discuss carpet in his staff update later in this meeting. *The parking lot is completed and compliments (via email) have been expressed. Britt Smith added, the bid exceeded the budgeted amount but still manageable. *Snow removable, the airport is gearing up for winter, all snow removal equipment have been shuffled to central maintenance for preventative maintenance and preparation for winter season. * Columbia Regional Airport. Delta Connection-Pentacle Airlines have reduced flights to Memphis from three to two flights per day. Comments have been made, the third flight will return in February but no confirmation at this time. *Also, Mr. Craft shared a several telephone conversations with Governor Jay Nixon’s Office; he received this past Friday in regards to 50 plus individuals arriving in the Capitol City this coming Wednesday in regards to State Government business. Unfortunately, it’s questionable if our airport can meet their needs. A group discussion among members took place in regards to this issue. Mr. Craft is to receive another telephone call soon, however, feels these two planes were going to make every effort to land here. *Lastly, Mr. Rycyk asked for an update on the Columbia Regional Airport Committee meeting. Mr. Craft summarized, their Airport Master Plan is in place, and plans are to extend the runway to 7400 feet. He indicated, the airport is working towards an Airport Strategic Plan. *A brief conversation was also discussed in regards to the Airport Authority issue in regards to Columbia Regional Airport, Jefferson City Airport, and Cole County. Britt stated, he has attended a meeting on behalf of the mayor with representative from area governments. From that meeting the general concept would be to involve all surrounding areas including ourselves, Fulton, Audrian County etc. The idea is stilling being developed so few details are firm at this time. Minutes/Airport Advisory Committee Page 3 December 14, 2011 b. FBO Report *Mr. Shorthose briefly spoke in regards to the FBO report. The flying service is continuing on with the trend of the year. Mr. Shorthose feels fuel and flights for 2011 has been positive and looks to be better than 2010, increase is good. We have a great group of employees, customer service we highlight daily and yet very much appreciate the City allowing us to do business here. c. Staff Liaison Report *Mr. Smith started by stating, he is on a steep learning curve here at the airport and appreciates the input and the patients given with answering all his questions. * Improvements are being made to the meeting room. It has been painted and carpet will be installed very soon. *The airport parking lot is complete. *A small problem concerning a parking lot drain has been noted, but looks to be a minor issue and will address in the near future. *The Airport Layout Plan is still in the works, there are a few issues in which we are addressing in regards to identifying property and other minor issues. *Mr. Craft has distributed his snow plan and everyone should have received a copy via email. We are working together to have assistance available at the airport. Very soon, discussion with personnel plans to help out, one being additional helpers. We have received approved for seasonal help but haven’t had a moment to sit down and discuss how we are going to implement but will be very soon. * A fiber optic line to the terminal building has been installed which will connect to the City computer network. 7. Old Business a. Discussion of Airport Relationship with the Chamber of Commerce *Mr. Gentry and Mr. Shorthose spoke briefly in regards to this topic and indicated in light our their schedules, they have been unable to move forward with this project; however, in the near future will be planning and are in hopes to make a March 2012 Draft Presentation to the committee. *Mr. Rycyk also directed a question to Mr. Naught in regards to Leadership Jefferson City as spoken in the past month or so. Mr. Naught reported he had presented the idea to representatives of the Chamber, Kathy Schulen and Susan Albert, both seemed to like the idea, but was seeking where to place us in the program. FEMA Flood Map Report (Don Fontana) *Don presented a short overview of the FEMA Flood Plan Report and indicated a study was completed by Burns and McDonnell. The report will be submitted to FEMA. FEMA will have a six month period to accept or reject the study results and incorporate them into the flood maps. Mr. Rycyk requested an update at future meeting on the topic. 8. New Business *Mr. Gentry has requested for Mr. Craft to research/review an internet site called “goose- busters”. Mr. Gentry shared, a study was completed in 2002, in which language and behavior of geese were studied and thought in order to better educate ourselves as this is an on-going and an on-the-rise problem. 9. Other Business *Approval of the 2012 Airport Advisory Committee meeting calendar will be reviewed at the next scheduled meeting. 10. Next Meeting Date *Monday, March 5, 2012 at 10:30 a.m., Airport Conference Room. 11.
