REGULAR MEETING MINUTES
April 6, 2021
01. CALL TO ORDER

Mayor Santana presiding.
02. CERTIFICATION OF AGENDA POSTING BY CITY CLERK
City Clerk Quinonez announced the Agenda had been duly posted in accordance
with the Brown Act.

The invocation was offered by Pastor Woody Robinson.

Sonia Bartel thanked City Council & the city for the celebrating'& acknowledging fair
housing month.
Irene Garcia spoke in regards to the impacts of COVID-19.
Patricia Carr spoke in regards to her issue with not being able to attend council
meetings in person.

CITY COUNCIL ORAL AND WRITTEN COMMUNICATION

Council Member Flores didn't have further comments.
Council Member Solache encouraged the residents, who have applied for financial
assistance with the city, to follow up with staff to ensure that their documents are
complete. He then added that he hopes they do contact either Council or staff to make
sure that this assistance is given to the community.
Council Member Soto didn't have further comments.
Mayor Pro Tern Casanova asked City Manager Hernandez if it was possible to consider
painting some signage on the ground leading up to the stop sign on Virginia & Santa Fe,
or potentially having one of the units from the Sheriff's department patrol that area,
since alot of people don't make the stop. He then reported on virtual events that the city
has had such as "Coffee with the Mayor", the women's event & the Easter event. He
stated that he can't wait until there's some normalcy in the city events. He also
commented on the Town Hall with the Sheriff. He was a little disappointed that not a lot
of Lynwood residents participated. He asked the City Manager to reach out to the
Sheriffs department for a Lynwood only event so that more residents can participate.
Mayor Santana added to the comments by Council Member Solache. She stated that
they were part of the phone conference with Contract Cities where they were told about
the American Rescue Plan. They were told that they were going to have to do their part
to prove how they were impacted by COVID-19. She stated that there were a lot of
residents who applied but staff is still waiting for documentation to prove that they were
impacted by COVID-19. She then stated that she has asked staff to put together a

presentation to show the community how the funding that has been received has been
used and/or will be used. She then spoke about the different virtual events that the city
has had throughout the pandemic. She spoke about the vaccination event at St. Francis
Medical Center where they were able to vaccinate almost 1,300 people. She then
highlighted that there will be another vaccination clinic at City Hall. Lastly, she thanked
the ADHOC Committee who worked on the streets & infrastructure in the community.

Council Member Flores requested #14 be pulled for separate consideration.
City Clerk requested #8 be pulled for separate consideration.
MOTION: It was moved by Mayor Pro Tem Casanova, seconded by Council Member
Soto to approve the balance of the consent calendar.
