Ad Hoc Committee on the Arts
Public Meeting
Thursday, January 15, 2009 ~ 5:00 P.M.
City Hall, 320 E. McCarty Street – Council Chambers
Members and staff present: Councilwoman Cindy Layton, Chairman, Councilwoman
Carrie Carroll, Anne Littlefield, Randy Allen, Mary Ann Hall, Bill Rodgers, Gail Strope,
Janice McMillan and Bill Lockwood.
Guests present: Nancy Waggoner, Valerie Moersch, Stu Murphy, Mark Rehagen, Twilla
Duvall, Clyde Lear, Rob Crouse, Eric Peters, Rebecca Talbot, Lucia Kincheloe,
Constance Bearnes, Pat Scarlettm Jim Lowery, Melenie Fee, Taryn Prewitt, Michael
Gaines, Barbara Scott Daudy, Don Govang, Gara Loskill, Kristie Dozier, Zachary Wilson,

Councilwoman Cindy Layton presented a power point presentation on the history of the
Ad-hoc Committee on the Arts and the committee’s pending recommendation to the City
Council for the creation of a Cultural Arts Commission.
Councilwoman Cindy Layton then opened the microphone to comments from the gallery.
Jim Lowery – Cole County Residential Services
• Would like to see the definition of arts to include performing arts such as
symphony and vocal music groups.
• Ensure both parochial and public schools are included.
Pat Scarlett – Jefferson City Symphony
• Asked if there would be a cost to members. (Cindy Layton said no, it will be
covered by taxes and that grant money is down the line.)
• A coordinated, published monthly calendar would be beneficial.
Nancy Waggoner – Jefferson City Cantorium Choir
• Asked for an explanation of “D” Members Ineligible to receive funds.
• Suggests most knowledgeable people are busy doing these things for their group
and therefore where would you get members?
• Would like to see actual calendar printed monthly in the newspaper, then one
could cut it out for future reference. Would also like to see the calendar in hotel
rooms in town.
• Include all arts categories in long range plan, not just statuary. Or, so that
nothing is left out, don’t include descriptions of what is included.
Valerie Moersch – Missouri River Regional Library
• United Way has panels set up to distribute money – perhaps we could use this to
help distribute funds. Suggest looking at their organization for an example.
• Need a full calendar of events, in real-time.
Lucia Kincheloe – Citizen
• Sec. 7-507 Powers and duties generally. Why are we limited to the plaza,
statuary, etc? Why don’t we have gallery space, staging areas, outdoor
amphitheatre? Can exhibiting areas be added (performing & visual art)?
Zachery Wilson – Boys & Girls Club
• Request members of the commission be representative of the diversity in the
community.
Rob Crouse – Capital City Players
• We need to have a clearinghouse for volunteers. We need to involve new people
and expand their part. We should submit names to all organizations to see what
volunteer pool is out there.
Mark Backes – Pastor of Eternity Church
• Include a faith-based member, maybe ex-officio for separation of church & state.
Patricia Behler – Citizen
• B7 – inventory. “Save outdoor sculptures” inventory done in Missouri several
years ago through the Smithsonian. Marie Hunter of Columbia helped.
• I was also a member of Lewis & Clark Expedition and worked through the Parks
and Recreation Foundation for help. Great assistance.
Nancy Waggoner – Jefferson City Cantorium Choir (2nd comments)
• So no art groups are left out of the long range plan, don’t include descriptions of
what is included.
Kristie Dozier – Vivian-Eileen Weddings
• Thanked committee for focus on arts. Worked with CVB. Art is important for
young people, to pull them back to JC. I think the biggest problem in JC is we
have large beautiful places for art events, but can’t serve alcohol.
Joyce Harkens – Missouri Blues Association
• Will eliminate a lot of groups participating by eliminating funding availability if they
serve. Going to eliminate benefit by not letting them receive money (conflict of
interest). Could one recuse himself?
• Their organization is held to daily events because a week long event would be
too expensive. Would be great if there could be relief for renting park spaces.
They held a 2 day event in the park and all proceeds went back to the schools,
yet 10% of the cost went to the park rental.
• Would a city organization compete with the other organizations for the same
funds?
• Will it really be 5 years until money is available?
• Their group holds a Blues Jam on the third Thursday of each month at Das Stein
Haus.
Randy Allen – Chamber (in reply to Ms. Harkens statements)
• Maybe the City could set aside money that the commission could allocate to
certain groups to use for park facility expenses.
Taryn Prewitt – Missouri River Region Library
• Funding is an issue. All competing for the same money in the same year.
• Would be great if a City Commission could work to help different groups partner
together so they are not in competition with one another.
Rebecca Talbert – Symphony Board
• If there is no money for several years, what will commission do for us now? Help
write grants, etc? (Cindy Layton said yes, the commission could help with other
things such as education, grant writing, coordinating communication, etc.)
Nancy Waggoner – Jefferson City Cantorium Choir (3rd comments)
• Could commission find someone to help us learn how to write grants?
Carla Steck – Atelier
• Would love to see partnership with County regarding funding.
• Atelier receives MO Arts Council funding.
• Attached are comments from Marie Nau Hunter, Manger of City of
• Columbia Office of Cultural Affairs.
Barbara Scott Dawdy – TLT and William Woods University
• Asked for elaboration on the timeline and how people are appointed for the
commission. (Cindy Layton said she hopes to the see a commission created by
April and that members would be appointed by the Mayor through the
Appointments Review process.)
Dr. Adrian Hoard – Individual artist & citizen
• Suggest mak ing decisions on funding by discipline so disciplines are not making
their own decisions. (i.e. theater groups approve funding for statuary art, etc.)
Kristie Dozier – Vivian-Eileen Weddings (2nd comments)
• Interested in county participation.
Michael Gaines – Hannibal Arts Council, non-citizen, MACAA
• Great comments received tonight.
• Clarify long range cultural plan and do a venue assessment/inventory. This will
tell you what your community wants and will give the commission a priority list.
• This group pivotal on getting the right people at the table.
• Volunteering to do a grant writing seminar. (Anne Littlefield said the Capital City
on the Arts will partner with him to do this.)
Bill Lockwood – City of Jefferson, Director of Parks and Recreation
• Proud to be a partner with everyone.
• Free facility issue: Commission has been asked by every social, athletic & not-
for-profit organization. Still have a budget. We need to maintain facilities and
are a not-for-profit as well. May want to look at CVB athletic events committee
as a model.
• Parks Foundation is a 501(c)(3) so maybe they could be considered as a funding
source.
• As general policy, Parks has resisted cash grants.
• Maybe a Parks Commission member can serve as a voting member on this
group.
Valerie Moersch – Missouri River Regional Library (2nd comments)
• Have been to several grant workshops and you have to be a 501(c)(3) to apply
for many grants. Perhaps this group could be 501(c)(3) and partner with groups
to apply for grants to get past restrictions on some grants
Bill Stein – Diplomat for CVB
• The Hotel tax is up for election in February. Hope everyone will support that.
Essex Garner – Individual artist
• Request notes from tonight be put on the City’s website.
Randy Allen – Chamber
• Randy thanked all for being present. The Chamber Strategic Plan supports
raising the bar for our community. There has been tremendous energy and great
input.
