Read and Approve minutes from last meeting (May 30, 2012) Member Knowlton motioned to approve the minutes from the May 30, 2012 meeting. Member Greer seconded. The motion was approved by unanimous vote. Member Knowlton motioned to approve the minutes from the May 16, 2012 meeting with the noted changes. Member Wall seconded. The motion was approved by unanimous vote. 2. Review City Charter. Secretary Ritter noted the addition of Janece Hill as a member of the Charter Review Commission. Everyone welcomed Member Hill. Section 9.03 —Powers and Duties Attorney Elam recommended deleting paragraph 3 as it is mandated in State Law. Attorney Elam recommended using the words "City Council" instead of "ordinance". Attorney Elam recommended removing the section "The Commission shall have the full power to..." because it I all covered in State Law. Section 9.04 -Procedures Attorney Elam questioned the wording in paragraph 1 about City Council regulating and amending ordinances since by Law, it is the duty of the City Council to do so. C Attorney Elam recommended removing paragraph 5 as it delegates too much authority and power to the Planning and Zoning Commission which should remain the authority of the City Council. Attorney Elam recommended removing the provision regarding a public hearing in paragraph 6. Section 9.06—General Building Regulations and Building Lines Attorney Elam recommended that the entire section be removed or placed in the Corporate Powers article of the Charter. Section 9.07—Zoning Board of Adjustment Attorney Elam recommended removing paragraph 1 as it is covered in State Law. Attorney Elam recommended removing paragraphs 8 and 9 as these are ministerial duties of the Board and are mandated by State Law. 3. Assignment for Next Meeting The next meeting is scheduled for WEDNESDAY June 27, 2012 with the City Attorney to continue receiving legal advice from City Attorney Betsy Elam. Member Greer handed out a Charter Survey for the members to consider. 4. Public Comments Beverly Williams—Congratulated Janece Hill on her appointment to the Commission. 5.
