Ad Hoc Committee on the Arts
Thursday, January 22, 2009 ~ 12:00 P.M.
City Hall, 320 E. McCarty Street – Boone/Bancroft Room
Members and staff present: Councilwoman Cindy Layton, Chairman; Councilwoman Carrie
Carroll, Kent Brown, Theressa Ferguson, Mary Ann Hall, Ann Littlefield, Bill Rodgers, Steve
Picker, Gail Strope, Janice McMillan, Nathan Nickolaus.
Guests present: Michael Gaines, Carla Steck, Lori Hauser Holden (art advocate), Rosa Ruiz
(News Tribune).
Councilwoman Layton called the meeting to order.
The agenda was approved as printed.
The minutes of the January 8, 2009 meeting and January 15, 2009 public meeting were
approved.
Councilwoman Layton opened the floor for public comment. Carla Steck asked who will prepare
the final ordinance? Councilwoman Layton explained this group will finalize a recommended
ordinance to forward to the council, by way of the Administration Committee. The City Council
has the final decision making authority.
Old Business
• a. Review Draft Ordinance. The draft ordinance was reviewed. Several changes
were made. City Counselor Nathan Nickolaus was asked to write conflict of interest
language which would not allow a board member to vote on any issues or funding
affecting an interest or organization they represent. The draft will be revised and sent to
members. A motion was made and unanimously approved to forward the revised
ordinance to the city council Administration Committee for approval.
New Business.
• a. Timeline. Councilwoman Cindy Layton will present the recommended ordinance
to the Administration Committee on Wednesday, February 4, 2009. If the Administration
Committee approves the ordinance, the ordinance will be introduced at the February 16,
2009 City Council meeting with hopes of approval at the March 2, 2009 City Council
meeting.
Next Meeting. There are no further meetings scheduled for this committee.
Adjournment. The meeting adjourned at 1:17 p.m.
