McCarty Street ~ Boone – Bancroft Room Call to Order The meeting was called to order by Vice Chair Ann Littlefield at 11:30 a.m. Roll Call Present: Vice Chair Ann Littlefield, Secretary Dawnel Davidson, Randy Allen, Keith Enloe, Lucia Erikson-Kincheloe, Don Govang, Mary Ann Hall, Steve Picker, Bill Rodgers and Gail Strope. Absent: Chair Cindy Layton, Councilman Eric Struemph and Bruce Dawson. Guests: Rosa Ruiz; News Tribune and Valorie Windsor; President of Jefferson City Public Art and Events Projects, Inc. Tentative Agenda approved July Minutes approved Public Comments: Valorie Windsor, president of the Jefferson City Public Art and Events Projects Inc., provided the commission general knowledge of her background and the mission of her organization. The organization is a privately funded not-for profit that is in the process of regrouping. She wants to build a strong, supportive roll in promoting and funding public arts and events in Jefferson City. Her organization looks forward to working with the Cultural Arts Commission. Old Business: There was no old business discussed. New Business: a. Power point presentation: The Ad-Hoc Committee on the Arts power point presentation was reviewed. The Commission will adopt as its goals the top five concerns that were revealed by the community arts survey. The goals are: communication, design, funding, promotion and venue. b. Review Community Arts Survey: The Survey should be reviewed by the commission members separately. c. Review Articles of interest: Copies of articles were given to the commission members and Vice Chair Littlefield asked the members to review them for the next meeting. d. Strategic planning meeting: The meeting will be held on September 28th at 4:00 p.m. at the City of Jefferson City Hall Boone-Bancroft Room. Dawnel Davidson will send confirmation and an invite to the commission members. The Commission will discuss the top five needs identified from the Arts Survey. Bill Rodgers suggests that the budget should be spent on the development of a Website that acts as a community events calendar for local art organizations and applying for grant opportunities available by the Missouri Arts Commission. There was general discussion which included the costs of hardware and software requirements in implementing the development of a website. Bill Rodgers volunteers to research costs for the website development. Vice Chair Littlefield volunteers to research available grants offered for community art organizations. Steve Picker suggests the Commission create sub-committees to help with website development research and grant writing. Two committees are formed: Grant Committee members include Lucia Erikson-Kincheloe, Ann Littlefield and Bill Rodgers; and, Website Development Committee members include: Bill Rodgers, Keith Enloe, Mary Ann Hall, Steve Picker, and Dawnel Davidson. Gail Strope reminds the Commission the remaining budget of $5000.00 must be spent and purchases must be received by October 31st. However any website does not have to be up and running by the end of October. e. Review and clarify two focus areas (Communication and Coordination) for strategic planning meeting discussion: Keith Enloe inquires if the survey is up to date and suggests the possibility of resurveying the art groups. Vice Chair Ann Littlefield suggests a third sub-committee be formed to update the survey and resend to local art organizations. Survey Committee members include: Vice Chair Ann Littlefield, Mary Ann Hall and Chair Cindy Layton. Each sub-committee is tasked to meet before the next Commission meeting and provide the members with detailed information researched. The next meeting will not be held on September 22, 2009. The next meeting for Commission members will be the Strategic Planning Meeting September 28, 2009 at 4:00 p.m. Announcements: Mary Ann Hall announces 'Thursday Night Live' in downtown Jefferson City will continue through September and conclude with an artist showcase on September 24th.
