Call to Order and Roll Call Ms. McMillan called the meeting to order at 10:05 a.m. A quorum was present with 9 of 16 votil]2 members present. 2. Public Comment None received. 3. Adoption of Agenda Mr. Benz moved and Mr. Bange seconded to adopt the agenda as printed. The motion passed auaanimously, 4. Approval of Minutes from the Regular Meeting of September 2, 2010 Mr. Dusenberg moved and Mr. Bange seconded to approve the minutes from the meeting of September 2, 2010 as corrected. Mr. Barron arrived at 10:08 a.m. Mr. Craft arrived at 10:09 a.m. G. Old Business A. Report from the Metropolitan Transportation Plan (MTP) Subcommittee Mr. Morrison reported on Subcommittee's recommendations. Ms. McMillan suggesfed identifying the minimal dmomlt needed to meet the federal requirements dud then add other Clements that would make the P1,111 more useful to local jurisdictions. She stated the Subcommittee recommends Starting now on development of the scope of work so that a Request Ion Qualifications may be sent out 1z01- the consulting work. MS. McMillan explained that the next steps would be to select a consultant and develop d budget to include in next year's Unified Planning Work Program so that jurisdictions will know what the local match requirements will be. Ms. McMillan mentioned the possibility of spreading (lie cost over a couple ol'years since the MTP does not need to be completed until 2013. Mr. Dusenberg inquired whether there are Consolidated Planning Agreement (UPG) hinds available to pay the local match. Ms. McMillan responded that there is a balance of' CPC; funds that can be allocated to this project, requiring a 20 percent local match. Ms. McMillan explained that discussions will be needed vwith Callaway County since they are not participating financially this year. Mr. Morrison estimated the cost of the consultant portion of the plan at 550,00-$100,000. Ile stated that the cost 01'01C previous travel demand 10FCCBS1 model was `x;30.000. MS. MCMillan Suggested the Request for Qualification proceSS be started soon so that we can get an idea ol,what this is going to cost. Mr. Benz moved and Mr. Dusenberg seconded to recommend the Board of Directors move forward with the recommendations of the MTP SUbCOlmllittCC including the Request tol- OLUII licationS process. fhc motion paSSed unanimously. New I3nsiness A. Amendment #1 to the 2011-2014 "Transportation Improvement Program, for the Cite of 111olts Summit. C'AMPO 112011-04: Sidewalks on South Summit Drive from North Elementary School to Simon Boulevard Ms. McMillan reported that H01tS Summit received 'TIS- funds for this project, and that the public comment period for the TIP amendment will end with a hearing at the .laniary 19, 2011 Board of Directors meeting. 8. Other Business A. Adopt 2011 Meeting Schedule Mr. Benz moved and Mr. Dusenberg seconded to adopt the 201 1 Meeting Schedule aS printed. The motion passed unanimously. Member News, Project Updates .Icff ,rsoir Cita --Mr. Bange gave an update on the I.alayette Street and East McCarty Street protects. %Missouri Depul•hncni of 7rmtsporlulion --Mr. Dusenberg reported that MoDOT will hold a public hearing consisting of informational workshops on possible safety improvements to crossover intersections along the Ilig1may >4 corridor between Route 17 and Route 179 in ('ole County. The public hearing will he held on January 6, 2011 between 3:30 p.m. and 6:00 p.m. at the Eugene Elementary School. Mol X)I has $5 million available from their Ilighway Safety Division. --Mr. Dusenberg reported that the Final Environmental Impact Statement (FIS) for the Rex Whitton Expressway was approved by the federal Highway Administration on December 14. 2010 which releases it for public comment. Fhe final document will be published in the Icderal register on .January A 2011. The Final document will be available on NUIX) "s wehshc, as well as, the Cole County Courthouse, City of Jefferson Office of the City Cleri , page Library on the LinColn University C'aml')us, Missouri River Regiondl Library and the MoDOT District -5 Office on Missouri Boulevard. 'Ile public comment period will run from January A 201 1 to February 7. 2011. The FIS process will be finalized by the end of February 2011 and at that time WHO can begin preliminary design, right-of-way acquisition and eventually construction. --Mr. Dusenberg announced that the statewide planning partners meeting will lie held February 9, 2011 at the Truman Hotel. 10.
