New Business
A. Amendment #2 to the 2011-2014 Transportation Improvement Program, The Missouri
Department of Transportation requests the following TIP Amendment: CAMP(J TIP #2010-
08: Construction of new interchange to provide urcooa to the future location of 3L Mary's
Amendment #3to the 2011-2014 Transportation Improvement Program. The Missouri
Department ofTransportation requests the following TIP Amend/nent�CAMPOT|P#2O11-24-
Construction of connector s|n*o(a, to be named Mission Drixe, from new interchange to
provide access to the future location of St. Mary's Hospital.
Mr. Snhwartze explained that Amendment #2 is for the construction of u new interchange on
Highway 170 for the new St. Mary's Health Center whereas Amendment #3 would oonsbuut
connector streets that lead to the nes hospital. He stated that this project has been in the planning
stages for quite m number ofyears. Mr. Sohwmrtze explained that SL Mary's Health Center recently
executed an agreement for this project with the Missouri Department of Transportation (KXoDOT).
the City of Jefferson and Cole County. He stated that the funding comes from $8 million in MoD0T
Economic Development funds, Mr. Schwortzu explained that the City of Jefferson and Cole County
will contribute approximately $2 million for this project as part of the agreement. He explained that
K4oDOT will essentially fund the interchange, with Jefferson City and Cole County funding the
connector streets. Mr. Schwartze said that MoDOT will schedule a public meeting to get public inpUt
on the proposed design for these projects. He added that Highway 179 will be c|uued, for o short
period of time, for the construction of the overpass. He stated that if all of the approvals go through
as planned MoDDT hopes to go to bid in May 2011; the Highway and Transportation Commission
is in the process ofadding this project tothe Statewide TIP. Construction will take about 12 months.
B. Amendment #4to the 2011-2014 Transportation Improvement Program. The Missouri
Department of Transportation requests the following TIP Amendment: CAMP(] #2011-25:
Safety improvements utvarious median crossovers from Route 17Qk`Route 17
Mr. Sohwortze explained that this o(n*huh of the Highway 54 corridor mou(h of Jefferson City was
identified as having high crash severity at crossovers. He said an advisory committee helped io
address the safety issues. Mr. Schwortzo explained that there are approximately 28 crossovers
along this corridor and MoDOT is proposing to make modifications to 12 of those locations. He
stated that there is $5 million available (ofund these projects. Mr. 8chwor|zeexplained that the
public feedback received in dote supports this project by 2 to 1 mo/gin He reported there are an
average ofthree fatalities each year at locations along this corridor. Mr. Sohwadze explained that
turn lanes will beadded at some locations whereas the median portion will be removed at other
|000dono and replaced with u right -in / right -out turn only, with construction beginning in June 2011
and extending into 2012. He stated that once the contractor starts on one crossover they will have a
certain period of time to finish before starting on the next one. Mr. Sohvvartze explained that
MoO()T will allow the contractor some flexibility in where to start but will also restrict them on how
much they have going atone time. He stated that the Highway and Transportation Commission is in
the process of adding this project to the Statewide TIP.
Mr. Benz commended Mr. Gohwartza and his staff for listening to the public and being able to
garner support for this project.
Mr. Sohwartzo moved and Mr. Benz seconded to initiate the public comment period for all three
TIP amendments. The motion passed unanimously.
C. Report on Civil Rights Compliance Issues, Title V1, Disadvantaged Business
Enterprises, and Americans with Disabilities Acton Amended. k8PO's statewide met in
Columbia on January 18, 2011 to discuss the effects on the MPO's and local public agencies.

Mr. Morrison reported that he attended o atab»wNa meeting hosted by MoDOT on January 18.

primary recipient responsible for determining and obtaining compliance by their sub -recipients and
contractors. Mr. Morrison stated that state, county and city agencies, as well as, MP()'s. RPC'aond
other public agencies must have Title VI Plan and o Limited English Proficiency (LEP) Plan if they
receive federal funding. He explained that agencies with 5Oormore employees muai have an ADA
Transition Plan, a Title V| Plan and an LEP Plan. He stated that agencies with less than 58
employees are required to do self-evaluation plan, aTiUn V| Plan and an LEP Plan. Mr. Morrison
explained that ADA Transition Plans 2Oyears orolder need |obaupdated.
Mr. Schwartze explained that MoDOT has an ADA Transition Plan which includes projects in tile
CAMP(] area. He abah*d that one ofthose projects in the sidewalk crossings along Rex Whitton
Expressway.
Other Business
A. Mr. Sohwortzn reported that the next step for the Rex Whitton Expressway Environmental
Impact Statement is to write o naonrd of decision to finalize the document. He explained
that once the document is finalized MODOT is free to proceed with final design and any
projects that are needed.

B. Ms. Murray distributed news articles, dated January 19, 2011, from the Jefferson City News
Tribune and Fulton Sun regarding Callaway County's participation in CAMPO. K8s. Murray
inquired whether CAMPOwill address these issues osawhole a(some point.

this item be added to the March 18. 2011 agenda,
C. Mr. Bax inquired whether CAMP0 had o deadline for Safe Routes to Smhnn| project
applications in addition to K8oOOTa deadline. K4o. McMillan explained that there is no
application deadline; ifyou are awarded the project you should no(ifyCAMPO atthat timo
oothat itmay beincluded inthe TIP.
