Mr. Dusenberg called the meeting to order at 10:08 a.m. A quorum was present with 9 of 16 voting
members present.

3. Adoption of Agenda
Mr. Benz moved and Mr. Bange seconded to adopt the agenda as printed.'I he motion passed unanimously.

Amendments to the 2011-2014 1`ransportation Improvement Program requested by the Missouri
Department of Transportation.
CAMPO #2010-08: ('onSlrnetion of new interchange to provide access to the future location of
St. Mary's Hospital.
CAMPO #2011-24: Construction of' connector streets, to be named Mission Orivw, from new
interchange to provide access to the future location of fit. Mary's I lospkal.
CAMPO ##2011-25: Safety improvements on U.S. ITighway 54 at various median crossovers from
Route 179 to Route 17
Mr. Dusenberg explained the amendments related to St. Mary's Hospital, Saying these projects wcrc
previously included in the IY2011-2015 State Twisporin.ition improvcmc:nt Program. lie slated [hat
construction is expected to start this summer.
Mr. Morrison explained that the improvements on Highway 54 will address safety issues at crossover
intersections along the Route 54 corridor from Routc 179 to Route 17. Mr. Dusenberg said the highway 54
safety improvement project was recently approved by the Missouri highway and 'I raffic Commission to be
included in the FY201 1-2015 State Transportation Improvcmcnt Program, lie stated that this project is funded
by federal open container money. Mr. Du a0my explained that construction is expected to start this surinnei

Mr. Morrison reported on the statewide meeting on January 14 to discuss issues related to civil rights. lie
explained that federal regulations identify MoDOT as the primary recipient responsible for determining and
obtaining compliance by their sAymcipients and contractors. Mr. Morrison Stated that state, county and city
agencies, as well as, MPUs, RPC's and other public agencies must have Title VI Plans and Limited Lnglish
Proficiency (LI P) Plans if they receive federal funding. He explained that agencies with 50 or more
employees must also have ADA Fransition Plans, and agencies with less than 50 employees arc rcduircd to
do a ADA self evaluation plans; adding that ADA 'Transition Plans 20 years or older need to be updated,

Mr. Morrison reported on the progress to develop an RFQ for selection of a consultant to model tutiu-e
travel demand and develop regional travel demand forecasts for the MTP update. Me area to be included in
the model is the MPO planning area and selected adjacent areas. lie stated that staff amicipatcs a contract

Mr. Benz suggested identifying all of the problems, then cut it Offal a certain leve) of service. Mr. Bangs
commented that if problems are identified, solutions are not necessarily needed at this time. After additional
discussion, the ('ommitice agreed with a 5 year and 20 year Future scenario and a I evcl of Service 'D' peak

Mr. Morrison commented that it may be better to identify a problem arca and their come brick and do
another contract to loot: at Solutions. Mr. Barron agreed, saying an individual jurisdiction wanting to study
particular area may hire their own consultant. Mr. Benz also apvcd with this approach, saying cost would be
the main factor: however, the original contract could he amended. if necessary. Mr. DLrSCnber,j commented
that depending on the cost, it cixrld be one contract or two.

Mr. Morrison inquired of me C'onnnittee's opinion torr doing Iwo year updates every limr years.
Mr. Sanders explained that the main requirement for our plan is that we have to note the forecasts for 20
Years out. Mr. Benz questioned whether there is a need to do an update every two (2) years. Mr. Landwon
corrunented that if you push it out too far it will cost more° to update. Mr. Range commented that there; is a lot
of work to be done in order to get accurate data, as each jurisdiction will have to commit to counting*, tMffic
for the plan to be validated every two years. Mr. Brown suggested linking updates to signilicant projccis or
changes. Mr. I.andwehr suggested that by waiting five years to update the model a lot of changes would he
missed. Mr. Barge responded the model should account for those types of projects and any changes that arc
going to happen S, 10 or 20 years out I Ie stated that you would not be able to vandatc those nurnheB until
you actually count the traffic. Mr. Sanders commented that it is customary for other MPOs to update: their
travel demand model as part of their hve year plan.
Mr. Benz suggested going with every live years and update the plan at that time. Mr. Brown commented
Ova once you select your consultant your can negotiate at that pOKI. Mr. Morrison concluded the discussion
by announcing the consensus to update the travel demand nxrdal every five years.

---Mr. Brown gave an update in the Molts Summit sidewalk project.

--Mr, Atkinson reported on the Missouri River Bridge bicycle and pedestrian attachment project.
IIe explained that the project should be completed in April, 201 1.
--Mr. l3ange reported on Phase II of the Lafayette Street pQect, the McCarty Street project. and
sidewalks on Missouri Boulevard. Ile said sidewalks along Missouri Boulevard Com Kansas
Street to Ileisinger Road will be constructed this surnnner.
--Mr. "turner reported that 'transit's ARRA grant has been closed with the delivery of two ullig
busses in .lanuary, 2011. Ile also reported that ridership has increased due to bus routes being on
30-111inute interval. Mr. Turner said when the state shuttle route was chs"m6nue& about MM riders
per day were lost, but by increasing the frequency to 30 minutes, ridership has gene up by
approximately 600 per day.

--Mr. Dusenbay announced the public meeting for the interchange on Route 179 for the ne" St.
Mary's health Cerner will be held on March 8, 2011 from 4:00 p.m. to 6:30 p.im at the Eagles
Club on Missouri Boulevard.
--Mr. Dusenberg also announced Sale and Sound program bridge replacements in the area:
(1) Cedar Creek bridge on northbound Highway 63, and (2) the Au"nsse CIA bridge on
I lighway 94.
