Call to Order and Roll Call Ms. McMillan called the meeting to order at 10:08 a.m. A quorum was present with 10 of 16 voting members present. 2. Public Comment None received. 3. Adoption of Agenda Ms. McMillan requested that the agenda be amended to included discussion and distribution of the Travel Demand Model Request for Qualifications. Mr. Bange moved and Mr. Lockwood seconded to adopt the agenda as amended. The motion passed unanimously. 4. Approval of Minutes from the Regular Meeting of March 3, 2011 Mr. Dusenberg moved and Mr. Bange seconded to approve the minutes from the meeting of March 3, 2011 as corrected. The motion passed unanimously. Minutes/Capital Area Metropotitan Planning Organization April 7, 2011 Technical Committee Page 2 Communications from the Presiding Officer The following correspondence was received and distributed: A MoDOT to Federal Highway Administration pertaining to the Governor's approval of MoDOT's TIP Amendment (. New Business A. Review of Travel Demand Model Request for Qualifications Mr. Morrison explained that staff has developed a Request for Qualifications (RFQ) for the selection of a consultant to model future travel demand and develop regional travel demand forecasts for the MTP update. He stated that the Subcommittee recommended that we not use the consultant for future maintenance because they did not feel that any changes would justify the cost of doing maintenance on an annual or biannual basis. He stated that the consensus was to update the travel demand model every five years. Ms. McMillan explained that we would refer any requests for data to the consultant. *Mr. Morasch arrived at 10:12 a.m. Mr. Morrison explained that we are looking at a start date for the contract around December 1, 2011 with an anticipated completion date of August 31, 2012. Ms. McMillan explained that we anticipate a start date in the next fiscal year, which begins November 1, and allow nine (9) months for completion. Ms. McMillan explained that this would allow staff sufficient time to evaluate the travel demand model and convene a meeting with participating jurisdictions for their input. She inquired whether the committee preferred a more generic timeframe. Mr. Robinett suggested the contract period last approximately nine (9) months. He also noted the time should state Central Daylight Savings Time rather than Central Standard Time. Ms. McMillan commented the responders should indicate whether they are a qualified DBE firm. Mr. Morasch inquired whether we need to do a program agreement before we do the RFQ if Surface Transportation Program (STP) funds are going to be used. Ms. McMillan explained that the idea now is to include the travel demand model in our Unified Planning Work Program which begins on November 1, 2011. Mr. Morrison said the possibility of using Surface Transportation Program (STP) funds was discussed, however MoDOT advised there are no funds available. Ms. McMillan explained that there are sufficient funds in our Consolidated Planning Grant agreement to cover the cost, Mr. Dusenberg inquired as to how other jurisdictions will access this data. In response, Mr. Morrison explained that we will require that the model be available in an accessible format and that they use standard software programs. Following additional discussion, Mr. Lockwood moved and Mr. Dusenberg seconded to endorse the RFQ for Travel Demand Model and send it out. The motion passed unanimously. B. Presentation on Safe Routes to School Applications Ms. McMillan explained that CAMPO has been made aware that both St. Martins and Holts Summit intend to submit Safe Routes to School applications. She stated that is this is for information and discussion only. 1. St Martins Ms. Carlene Bax explained the proposed project will start at St. Martins Catholic School and go east to Verdant Lane. She stated that currently the Catholic School has 215 students in grades K-8. Ms. Bax explained that, on average, there are 8 to 10 walkers with as many as 15. She stated that there are three collector spots along this route that the Jefferson City Public School system uses to transport students to Pioneer Trails Elementary School. Ms. Bax explained that we think the proposed project will benefit both schools. She stated that a current traffic count shows that 275 cars travel in this area between 7:00 a.m. and 8:00 a.m. Ms. Bax explained that more children would walk to school if there were safer conditions. She stated that we propose to end the project at Verdant Lane which is located one block from our city park. Ms. Minutes/Capital Area Metropolitan Planning Organization April 7, 2011 Technical Committee Page 3 Bax explained that this would enhance the safety for our students walking from the school to the park. She stated that the city has all of the right-of-way for this project and no utilities have to be moved. Ms. Bax explained that we propose to put in crosswalk signs and striping at the school and at Verdant Lane. She stated that the estimated total project cost is $235,087. Mr. Lockwood inquired whether there is any consideration to connecting the park with this project. hn response, Ms. Bax explained that part of our Long Range Transportation Plan is to extend the sidewalk along Verdant Lane to the park. Mr. Landwehr inquired whether St Martins had considered overlaying Business 50, as there is the potential for an allocation from Cole County for road improvements. He inquired if there is a need for turn lanes. Mr. Bange recommended leaving at least a minimum of three (3) feet between the back of the curb to the sidewalk. 2. Holts Summit Mr. Kent Brown explained the Holts Summit project proposes additional improvements at the North Elementary School along S. Summit Drive. He stated that push button crosswalk signals will be located at the school and radar activated flashing lights will be located at the outer ends of the school zone. Mr. Brown explained that the estimated total project cost is $45,900. C. Presentation and update on progress oj'the traffic analysis zone project in conjunction with the U.S. Census Mr. Sanders explained that the Traffic Analysis 'Zone (TAZ) Program is a specialized program used for delineating "rAZs and Traffic Analysis Districts (TADs) in support of the Census Transportation Planning Products. He stated that some of the constraints include; (1) TAZ's have to be made up of whole blocks they cannot overlap; (2) TAZ's have a minimum threshold of 600 residents and workers whereas TADs have a minimum threshold of 20,000 residents or workers; (3) TADs have more accurate data however they have a much larger geography; and (4) TAZs have to be contiguous and compact. Mr. Sanders explained that we have until June 16, 2011 to upload the data and send it back to the Census Bureau. He stated that he will starting meeting with participating jurisdictions around May 1, 2011. Other Business A. High Speed Rail Mr. Robinett reported that Missouri has applied for $1 billion in high speed rail money which is the result of Florida and Ohio rejecting these funds. He stated that $100 million is for equipment; $300 million is for improving the current routes; and $600 million is for the Environmental Impact Statement and land acquisition for a dedicated third track between St. Louis and Kansas City. B. Rex Whitton Environmental Impact Statement Mr. Dusenberg announced that on March 31, 2011 the Federal Highway Administration signed the Rex Whitton Expressway Environmental Impact Statement Record of Decision. He explained that this the final step in completing the environmental study, meaning that federal funds may now be used for design and construction work on this facility. Mr. Dusenberg stated that MoDOT accumulated savings from Amendment 3 projects which will be available in Fiscal Year 2014-2015. He explained the first phase will include the interchange at Lafayette Street plus additional lanes on Whitton Expressway from Monroe Street to Clark Avenue. Mr. Dusenberg stated that the City of Jefferson, Cole County and the Jefferson City Chamber of Commerce have discussed applying for loans through MoDOT to accelerate the project. He explained that the design process will begin this summer. 8. Member News, Project Updates Cole County --Mr, Landwehr reported on the Business 50 West and the Wildwood Drive projects. Holts Summit --Mr. Brown gave an update on the Holts Summit sidewalk project. Minutes/Capital Area Metropolitan Planning Organization April 7, 2011 Technical Committee Page 4 Jefferson City --Mr. Bange reported on Phase II of the Lafayette Street project, the McCarty Street project, and sidewalks on Missouri Boulevard. --Mr. Lockwood announced the ribbon cutting and dedication for the Missouri River Bridge bicycle and pedestrian attachment is scheduled for April 8, 2011 at 10:30 a.m. He also reported on the Riverfront Access and the Aurora Park Greenway projects. --Mr. Turner reported the Transit ARRA grant has been closed with delivery of two Gillig busses. Missouri Department of Transportation --Mr. Dusenberg reported that MoDOT is waiting on Federal Highway Administration approval of the TIP Amendments for the Highway 54 safety improvements and the St. Mary's Hospital interchange project. --Mr. Dusenberg announced that Mr. Roger Schwartze, District 5 Engineer, is retiring May 1, 2011. Mr. Eric Schroeter will be the acting District Engineer in the interim. 9. Next Meeting Date Thursday, May 5, 2011 at 10:00 a.m. in the Boone/Bancroft Room #200, City Hall, Jefferson City. 10.
