Call to order, roll call, and determination ofmquorum Vice Chairman Hoelscher brought the meeting to order at 12:15 p.m. and asked Ms. Stratnnon to call roll. Approval of the Minutes from the Regular Meeting of April 20. 2011 Mr. Benge moved and Mr. Weber seconded to approve the minutes from the Regular Meeting of April 20, 2011. Addition of St Martins Long Range Transportation Plan to the Metropolitan Transportation Plan Mr. Morrison explained that St. Martins has requested their Long Range Transportation Plan be included in CAMPO's Metropolitan Transportation Plan (MTP). He stated that their plan would be included by reference in Chapter 8 and in the list of source documents on Page 13, Mr. Morrison explained that CAMPO's MTP is consistent with locally derived plans and policies, including growth and economic development plans. Mr. Benz moved and Ms. McMillan seconded to add the St. Martins Long Range Transportation Plan to the Metropolitan Transportation Plan. The motion passed unanimously. B. Surface Transportation Program (STP) Mr. Morrison explained that notification was received from MoDOT pertaining to the availability of STP funding for FY2011. He stated that the FY2011 allocation is $200,851.70 of which CAMPO's balance is $185,153.35. Mr. Morrison explained that in the absence of a new federal transportation act we anticipate the same level of funding to continue, however, this is subject to change in the future. He stated that CAMPO has three options regarding the use of these funds: (1) program one or more projects as funds become available, and carryover any excess to next year; (2) accumulate funding for multiple years; or (3) select projects for future funding, on the chance funding remains available. Ms. McMillan recommended the projects previously identified as priorities of CAMPO should be considered. Mr. Weber commented that he would like to review the projects and the amounts to determine whether it makes sense to accumulate funds or select a project now. Mr. Bange suggested that MoDOT may choose not to sub -allocate funds in the future. Mr. Schroeter explained that sub -allocation of STP funds is currently the policy of the Missouri Highway and Transportation Commission, but that the decision to sub -allocate is made by the Commission. He stated that with the expiration of the federal transportation bill we are living on extensions as approved by Congress. Mr. Scrivner commented that we probably have projects identified that possibly exceed the amount of money available. He suggested using funds as they become available on projects that have previously been identified. Mr. Schroeter explained that MoDOT prefers that funds be utilized as they become available. He stated that there has been an emphasis on not accumulating funds and making sure that projects have been identified and have a process in place. Mr. Benz moved and Mr. Scrivner seconded to bring forward projects previously identified as priorities for review at the June 15, 2011 meeting. The motion passed unanimously. 9. Other Business A. Presentations — Eric Schroeter, Missouri Department of Transportation, Central District A. Bolder Five Year Direction Mr. Schroeter explained that MoDOT's construction budget will decrease from an average of $1.2 billion a year to $600 million a year. He stated that the federal highway trust fund is insolvent and allocating funds to build new highways is not a top priority at this time. Mr. Schroeter explained that Missouri has the 7th largest highway system in the U.S. He said that State Government has reduced spending by $735 million and staff by 3,300 jobs. Mr. Schroeter explained that in the first year of MoDOT's Five -Year Direction they (1) reduced their workforce by 340 employees; (2) closed more than 24 buildings; (3) reduced their fleet by 104; and (4) Minutes/Capital Area Metropolitan Planning Organization May 18, 2011 Board of Directors Page 3 saved and redirected over $64 million to put back into roads and bridges. He stated that unfortunately that was not enough and are recommending an even "Bolder Five -Year Direction" which proposes to (1) reduce staff by 1,200 jobs across the state, a number which includes the 340 jobs that were previously reduced; (2) reduce the number of facilities by 135; (3) reduce the number of districts from 10 to 7; and (3) reduce the fleet by 744 fewer pieces of equipment. Mr. Schroeter explained that in the first five years we will have saved a total of $512 million. He stated that after the first 5 years we will save $117 million every year going forward. Mr. Schroeter explained that the Missouri Highway and Transportation Commission will consider the Bolder Five -Year Direction at their meeting on June 8, 2011; upon approval the Bolder Five - Year Direction will be fully implemented by December 31, 2012. B. It's Personal In this presentation, Mr. Schroeter explained that transportation is more than roads, bridges and projects it is your connection to safety, work, business, family and better government. He stated that connections have been improving, but now they are in jeopardy and could get worse. Mr. Schroeter explained that funding for transportation in Missouri will decrease from $1.2 billion to about $600 million a year. He stated that now we will only be able to take care of the roads and bridges we have. Mr. Schroeter explained that there will not be enough money for the major transportation projects we need to do to keep motorists safe, support jobs, provide additional transportation options and compete economically. He stated that the Missouri Transportation Alliance realizes how important transportation is especially in terms of economic development. 10.
