Staff Members Present: Stefanie Bork Guests Present Brian Parker, Community Development and Shellan Rodriguez Welcome: Called the meeting to order at 4:01 p.m. Public Comment: Agenda Review & Updates: Review Minutes: March minutes Gusti motions, seconded by Larry Hauder, all in favor. Boydstun Parks Requirement: Shellan Rodriguez representing SMR Development gave a brief overview of the Boydstun Development proposing 14 units (zoned for 14 units) though not required to do local housing incentive the developer is committed to providing and dedicating one unit as solely a deed restricted unit to a full-time working resident. Gust! questioned the additional units and how they will be sold. Shellan said the other 13 units will be more affordable by design as townhome units and will be slightly more affordable. When the committee was first presented with this project in August the recommendation was to determine the appraised value of the .38-acre park requirement and the cost associated with developing the parcel to park standard with furnishings as the in -lieu fee. SMR is now proposing an in -lieu fee of $20,700 in comparison to Big Horn and Broken Ridge Developments in -lieu fees given to the city. Or an average value of a pathway improvement cost of 20,500 S.F. of pathway examples of Black Bear or Running Horse. Avi spoke to the thought process behind the committee's initial recommendation and the current lack of funds provided historically for in -lieu funds. Avi mentioned the funds are necessary to accommodate the needs of the public and the value of creating a park for the residents the development will house. Brian mentioned that the city does hope to move towards an impact fee in the future and an impact fee study will be held. The committee encourages this because under the current code the PRAC committee does not see the necessary park in -lieu fees to maintain and develop parks. Dave questioned the value of the total property and the value of a .38-acre park requirement. Shellan responded that the value of that portion would be roughly equal to $250,000 and an additional $30,000 to develop the park parcel with grading, landscaping, and furnishings per code. Shellan would like to make a recommendation based off past in -lieu funds. Larry spoke to the committee about the struggles of getting appropriate funding from developers. The committee agreed. Avi Azoulay motioned the developers to provide in lieu funds as they are outlined in the city code, Dave Petty seconded, Gusti Laidlaw opposed, motion passes 6 to 1. 1 Parks & Recreation Advisory Committee Minutes 5/17/2023 4:00pm Legion Hall/Virtual Meeting- McCall, Idaho PROS PLAN: Stefanie provided an update on the PROS plan process and the results of phase 3 outreach. Overall, the phase 3 questionnaire received 295 responses and Stefanie found that the Arbor Day event provided a great venue to engage with the public. Edits have been made to the PROS plan speaking to some of the concerns voiced about Riverfront Park and Davis Beach, Stefanie will send the link of the current updated PROS Plan to the committee to review the edits. The Plan will be taken to the Council on May 26th for a final work session before the Committee's meeting on June 14th. At the June 14th meeting staffs hope is the committee will feel the document is ready for recommendation of adoption to City Council. Recreation/Park Updates: Stefanie updated the committee on the current recreation programming opening for spring including youth baseball and girls' wellness series, both programs are currently full. Summer registration opened May 1st with the first registration coming in at twelve am and continuing through the early morning until most programs were waitlisted by end of day. Upcoming events for the department include Liberty Fest and fireworks, Movie by the Lake series, Mile High Mile Swim, and Wooden Boat Show. Stefanie is currently working on the recreation events for Liberty fest and coordinating vendors with the Clerk's department. The department will move forward with a contract for a fireworks display provided by Garden State Fireworks on the 4th of July lasting around 20 minutes for $25,000. The city will use $10,000 in LOT funds originally awarded to McCall Chamber for the display and will seek sponsorship/donations if needed but hope to get creative to cover the remaining within the city's budget. Current parks projects include the Rotary bathroom remodel, assistant fire warden's house remodel at the museum site. The house will be used as a city staff housing unit when complete. The dock expansion and boat ramp renovations have begun and should be complete by the beginning of June. Helical piers have been driven and the framing of the boardwalk has begun. Additional spring maintenance and ground keeping has begun in preparation for summer.
