Presentations A. Michael Dusenberg, P.E., MoDOT, Central District --It's Personal! Your connection to safety, work, business, family and better government Mr. Dusenberg explained that transportation is more than roads and bridges; it is our connection to safety, work, business, family and better government. He provided the following transportation facts: • state and local investments in highway and bridge construction supports 21,653 jobs; • more than 800 million tons of freight originate, terminate, or pass through Missouri by rail, trucks, river ports and airports, annually; • transportation helps our state attract new businesses and retain existing ones, to add and keep jobs, and to build and maintain tax revenues in communities. MoDOT's annual construction budget will decrease from $1.2 billion to $600 million. As a result, the Missouri Highways and Transportation Commission approved a Bolder Five -Year Direction on June 8, 2011 which will (1) reduce the size of MoDOT's work force by at least 19 percent or approximately 1,200 employees by March 31, 2013; (2) close 131 facilities by December 31, 2012; and (3) sell off more than 740 pieces of equipment. He stated Minutes/Capital Area Metropolitan Planning Organization Technical Committee July 7, 2011 Page 2 that these actions will enable MoDOT to put $512 million toward road and bridge projects by 2015, and $117 million each year after that. B.Trevor Harris, University of Missouri Extension --Missouri Livable Streets: Working with cities and towns across the state to help create stronger, more vibrant communities Mr. Harris distributed the following materials: (1) a Missouri Livable Streets brochure; (2) a draft agenda for the upcoming Jefferson City Livable Streets Advocacy Training; (3) Objectives and Training Components for the Missouri Livable Streets Advocacy Training; and (4) the Complete Streets Principles and Policy Statement. The presentation focused on infrastructure, benefits, and the process and planning of livable streets. He explained that a Livable Streets or Complete Streets policy has been adopted by 14 communities and one MPO. He encouraged attendance at the Livable Streets Advocacy Training on August 10, 2011 at the Cole County Extension Office, located at 2436 Tanner Bridge Road in Jefferson City, MO. Mr. Harris stated that as a result of this training he hopes to see the creation of a pedestrian/bicycle advisory group. Call to Order and Roll Call Mr. Lockwood arrived at 10:19 a.m. thereby establishing a quorum. Ms. McMillan called the meeting to order at 10:20 a.m. A quorum was present with 9 of 16 voting members present. Public Comment None received. Adoption of Agenda Mr. Morasch moved and Mr. Bange seconded to adopt the agenda as printed. The motion passed unanimously. Approval of Minutes from the Regular Meeting of June 2, 2011 Mr. Morasch moved and Mr. Dusenberg seconded to approve the minutes from the meeting of June 2, 2011 as written. The motion passed unanimously. Communications from the Presiding Officer The following correspondence was received and distributed: ➢ Announcement of FY201 1 TIGER Funds Availability ➢ Announcement of the 2011 Safe Routes to School Infrastructure Projects that were awarded ➢ Letter of support Congressional representatives pertaining to off -system bridges ➢ STI' Funding Call for Projects 1 University of Missouri Extension, Missouri Livable Streets Brochure; ➢ AASHTO Journal article on Complete Streets; A Missouri House of Representatives resolution encouraging adoption of complete streets policies Business A. FY 2012 Unified Planning Work Program Mr. Morrison outlined the work program priorities for 2012 and reviewed the tasks accomplished in FY201 1. He stated that the FY2012 budget is $311,882 of which $100,000 is set aside for the travel demand modeling project. Mr. Lockwood moved and Mr. Dusenberg seconded to recommend the FY2012 Unified Planning Work Program to the Board of Directors. The motion passed unanimously Ms. McMillan explained that the committee may lose its quorum, as a member needs to leave at 11:00 a.m. She requested to temporarily adjourn this meeting and go into closed session pursuant to Section 621.021 of the Revised Statutes of Missouri, to discuss documents related to a negotiated contract. Ms. McMillan explained that after the closed session the Technical Committee will reconvene and conduct the rest of the meeting. She excused those who were not members or ex -officio members. Mr. Lockwood moved and Mr. Bange seconded to go into closed session at 10:47 a.m. The motion passed unanimously with the following roll call vote: Aye: Bange, Barron, Craft, Crane, Dusenberg, Lockwood, McMillan, Morasch, Morrison The open meeting reconvened at 10:57 a.m. Minutes/Capital Area Metropolitan Planning Organization .July 7, 2011 Technical C'ominittee Page 3 Member News, Project Updates Holts Summit --Mr. Crane announced the City of Holts Summit was awarded a Safe Routes to School grant for pedestrian signals and driver speed feedback signs Jefferson City --Mr. Craft announced The Wings of Freedom Tour will be at the Jefferson City Memorial Airport July 18- 20, 2011. Three WWH aircraft will be on display and 30 minute flights will be offered. The aircraft include a. B-24 Liberator; B-17 Flying Fortress; and a P-51 Mustang. --Mr. Lockwood gave an update on the Lincoln University to Aurora Park greenway trail. --Mr. Morasch announced the groundbreaking for the St. Mary's Hospital Interchange on Ilighway 179 is scheduled for July 18, 2011 at 10:00 a.m. Missouri Department of Transportation --Mr. Dusenberg announced that the FY2012-2015 STIP has been forwarded to the Missouri Highway and Transportation Commission for approval.
