Call to order, roll call, and determination of a quorum Ms. McMillan called the meeting to order at 10:03 a.m. A quorum was present with 10 of 16 voting members present. 2. Public comment None received. 3. Adoption of the agenda as printed or amended Mr. Benz moved and Mr. Bange seconded to adopt the agenda as printed. The motion passed unanimously. 4. Approval of the minutes from the meeting of November 3, 2011 Mr. Benz moved and Mr. Lockwood seconded to approve the minutes from the meeting of November 3, 2011 as written. The motion passed unanimously. 5. Announcements from the presiding officer A. Ms., McMillan announced that Councilman David Griffith, Chairman of the CAMPO Board of Directors, has been named the Executive Director of the Capital Area Chapter of the American Red Cross. As the Red Cross has a policy prohibiting employees from holding public office, Councilman Griffith has resigned from the City Council, effective January 6, 2012. B. Ms. McMillan announced that Mr. Roger Schwartze is the new Public Works Director for the City of Jefferson. Discussion on Progress (?I'the travel demand modeling, review of upcoming activities, local participation and coordination of the A47T update. Mr. Morrison explained that the contract for Travel Demand Modeling was fully executed and the Notice to Proceed was sent to HDR Engineering on December 23, 2011. He stated that traffic counts are scheduled for March 2012. Mr. Morrison explained that in February or March 2012 staff will meet with participating ,jurisdictions to identify future land uses and future transportation developments. fie stated that Census data regarding urbanized area boundaries will be available in Spring 2012, and that the jurisdictions may consider whether any changes should be made to the planning area after that time. Other Business A, Election of Officers Mr. Benz moved and Mr. Morasch seconded to nominate Ms. McMillan as Chairman. Mr. Lockwood moved and Mr. Benz seconded to cease nominations. Mr. Morasch moved and Mr. Benz seconded to nominate Mr. Landwehr as Vice Chairman. Mr. Lockwood moved and Mr. Bange seconded to elect Ms. McMillan and Mr, Landwelir by acclamation. The motion passed unanimously. B. Adoption of the 2012 Meeting Schedule Mr. Bange moved and Mr. Benz seconded to adopt the 2012 meeting schedule. The motion passed unanimously. 8. Member News, Project Updates Cole County --Mr. Benz gave an update on the Business 50 West improvements project. Jefferson City --Mr. Bange provided the following updates: (1) the greenway trail project from Lincoln University to Aurora Park; (2) the E. McCarty Street project; and (3) the Missouri Boulevard sidewalk project between Kansas Street and Heisinger Road. --Mr. Craft reported that the Office of Management and Budget is recommending to the Federal Aviation Administration to close certain contract control towers due to budget shortfalls in federal revenues, He explained that this would take effect on January 1, 2013. Mr. Craft stated that the Air Traffic Control Tower at the Jefferson City Memorial Airport would be the only one in the State of Missouri to qualify for closure because they do not meet scheduled airline service or military operations requirements. --Mr. Lockwood gave an update on the Adrian's Island access project, Missouri Department oj'Transportation --Mr. Engelbrecht gave an update on the Rex Whitton Expressway project. St. Martins -- Mr. Bax gave an update on various overlay projects in St Mai -tins. 9. Next Meeting Date -Thursday, February 2, 2012 at 10:00 a.m. in the Boone/Bancroft Room #200. 10.
