1. Call to order, roll call, and determination of a quorum
Mr, Landwehr called the meeting to order at 10:08 a.m. A quorum was present with 9 of 16 voting members
present,
2. Public comment
None received.
3. Adoption of the agenda as printed or amended
Mr. Benz moved and Mr. Morasch seconded to adopt the agenda as printed. The motion passed unanimously.
4. Approval of the minutes from the meeting of February 2, 2012
Mr. Benz moved and Mr. Morasch seconded to approve the minutes from the meeting of February 2, 2012 as
written. The motion passed unanimously.
5. Communications from the presiding officer
None.
6. Business
A. Travel Demand Modeling —discussion onproposal for selecting critical intersections
Staff also distributed a list of critical intersections discussed at the February 2, 2012 meeting. Mr. Morrison
explained that the modeling consultant had asked CAMPO to identify key intersections to be used for more
extensive modeling and model calibration and a proposal to identify interchanges and have the consultant
identity specific intersections fi-orn those interchanges.

After additional discussion the Technical Committee elected to move the following ten interchanges forward
to the Consultant: (1) US54 @ Rt. AA/00; (2) US50 @ Rt. 179; (3) US50 @ Truman Blvd.; (4) US54 @
Jefferson Street/Stadium Blvd./Christy Drive; (5) US50 @ Dix Rd.; (6) US50/63 (a) Clark Avenue; (7) US54 @
Ellis Boulevard/Southwest Blvd.; (8) US50/63 @ Eastland Dr.; (9) Route M/B at Wardsville; (10) US50/63 @
Militia Dr.; and (11) an alternate, US50 @ Bighorn Dr.
Staff will discuss these interchanges with the consultant for additional traffic counts and turning movements.
Other Business
A. Addition of a third lane on US 54/63 from the Missouri River Bridge (Northbound) to 1-1wy 94 on ramp to
the Regional Needs List to MoDOT
Mr. Morrison explained that staff is proposing a project to extend the northbound lane past the Jefferson City
Memorial Airport interchange to the Highway 94 exit. The project will improve capacity and safety by
eliminating sudden lane changes as the lane ends at the airport exit.
Mr. Engelbrecht commented that the Jefferson. City Police Department suggested adding a third lane
traveling southbound as well.
Mr. Morrison explained that a similar proposal for the southbound lanes will be forwarded to the Board of
Directors, as well. The Technical Committee approved the recommendation that the Board of Directors include
both projects on the Regional Needs List.
8. Member News, Project Updates
Cole County
--Mr. Landwehr gave an update on the Business 50 West improvements project and a stream bank
stabilization project on Campbell Road.
Holts Summit
--Mr. Crane gave an update on the S. Summit Drive sidewalk project.
Jefferson City
--Mr. Bange provided updates for: (1) the greenway trail project from Lincoln University to Aurora
Park; (2) the E. McCarty Street project; and (3) the Missouri Boulevard sidewalk project between
Kansas Street and Heisinger Road,
--Mr. Morasch provided updates for: (1) the Frog Hollow bridge reconstruction project; (2) a pipe
reconstruction project on Missouri Boulevard at the Southwest Boulevard connector; and (3) a public
hearing will be held in the near future to modify Jeff Tran routes.
Missouri Department of Transportation
--Mr. Dusenberg reported that MoDOT has acquired the Quinn Chapel AME Church property. He
explained that MoDOT is leasing the building to them until their new Church is finished. Mr. Dusenberg
stated that an advisory committee will be created to assist in the design of the project.
--Mr, Engelbrecht gave an update on the Highway 179 interchange at the new St. Mary's Health Center.
9. Next Meeting Date - Thursday, April 5, 2012 at 10:00 a.m. in the Boone/Bancroft Roam, on the main level
of City Hall.

Mr, Benz moved and Mr. Morasch seconded to adjourn the meeting at 1.0:37 a.m.
