Call to order, roll call, and determination of a quorum Ms. McMillan called the meeting to order at 10:04 ami, A quorum was present with 12 of 16 voting members present. 2. Public comment None received. 3. Adoption of the agenda as printed or amended Mr. Morasch moved and Mr. Bange seconded to adopt the agenda as printed. The motion passed unanimously. 4. Approval of the minutes from the meeting of March 1, 2012 Mr. Morasch moved and Mr. Turner seconded to approve the minutes from the meeting of March 1, 2012 as written. The motion passed unanimously. 5. Communications from the presiding officer A. MoDOT: (1) New Freedom Grant Applications; and (2) Missouri Blvd Sidewalks, Phase 11 B. National Transportation Enhancement Clearinghouse Newsletter: Surface Transportation Reauthorization and Transportation Enhancements C. Cost Share/Economic Development Committee Snapshot Minutes/Capital Area Metropolitan Planning Organization April 5, 2012 Technical Committee Page 2 6. Business A. Travel demand modeling project progress update Mr. Christopher Kinzel, HDR Engineering, contractor for the CA.MPO travel demand modeling, explained that they are using a 2010 base year to develop an existing conditions model from which to forecast years 2020 and 2035. He stated that the model will be used for CAMPO's planning activities and to satisfy federal requirements. Mr. Kinzel explained that they are looking at 10 critical intersections from a level of service standpoint. He reported HDR. has received the list of committed projects that represent new interchanges for 2020 and 2035. Mr. Kinzel explained that HDR will be able to test the committed projects against the future network to see where there are needs for programming long term improvements. Mr. Craft arrived at 10:21 a.m.; Mr. Morasch left at 10:40 a.m. 7. Other Business A. Discussion on changes to the Urban Area Boundary, the basis of'MPO geography Mr. Sanders explained that the 2010 urban area grew outside the current planning area south along U.S. Highway 54 and southeast along U.S. Highway 63, but that the 2010 urban area does not include Wardsville, Taos or New Bloomfield. 8. Member Mews, Project Updates Cole County --Mr. Landwehr gave an update on the Business 50 West improvements and the Zion Road project. lie announced that LPA Basic Training will be held on April 19, 2012 in Jefferson City. Holts Summit -Mr. Crane gave an update on various street maintenance projects. Jefferson City --Mr. Bange reported on (1) the E. McCarty Street project; (2) the Missouri Boulevard sidewalk project between Kansas Street and Heisinger Road; (3) a stormwater project at the intersection of Dix Road and West Main Street; and (4) the Frog Hollow bridge reconstruction project. lie announced that the new Animal Shelter will have a grand opening on June 3, 2012. --Mr. Craft reported (1) the Federal Aviation Administration (FAA) will replace the power cables and transformers for the VAS1 lighting system. The main runway will be closed for approximately three weeks white work is being done; (2) the State Aviation Trust Fund will reimburse the City for 50 percent of the operational costs for the Air Traffic Control Tower for FY201 1 and 2012; and (3) there is a verbal commitment ftom MoDOT on behalf of the FAA for a $1.6 million resurfacing project on the main runway for next year. --Mr. Lockwood reported on (1) the Lewis and Clark to Riverside Drive Greenway project; (2) the Aurora Park to Lincoln University greenway project; and (3) the Frog Hollow Greenway Study. --Mr. Turner announced that (1) bike racks will be installed on all busses by the end of the month; (2) JeffTran applied for the New Freedom Grant to install bus shelters on Missouri Boulevard; and (3) the South Route was discontinued, but Jeffl`ran made additions to other routes to enhance service. Missouri Department of Transportation --Mr. Engelbrecht announced the State Rail Plan Open House, Jefferson City, on April 18, 2012. --Mr. Robinett announced that. Cape Girardeau is now an urban area. He stated that whether an MPO is set up is dependent upon reauthorization. Mr. Robinett explained that as an urban area they will compete with CAMPO for transit and planning funds. 9. Next Meeting Date - 'Thursday, May 3, 2012 at 10:00 a.m. in the Boone/Bancroft Room. 10.
