I. Call to order, roll call, and determination of a quorum
Ms. McMillan called the meeting to order at 10:03 a.m. A quorum was present with 10 of 16 voting members
present

3. Adoption oftbe agenda as printed or amended
Mr. Benz moved and Mr. Bange seconded to adopt the agenda as printed. The motion passed unanimously.
4. Approval oftbe minutes from tbe meeting of April 5, 2012
Mr. Benz moved and Mr. Morasch seconded to approve the minutes from the meeting of April 5, 2012 as
written. The motion passed unanimously.

A. Presentation on new tool to access traffic count information via a new interactive website application
Ms. Tia Griffin, Jefferson City Department of Public Works, presented the website application developed for
traffic counts. Two-way average daily traffic counts area available for various locations in the CAMPO area
from January I, 2008 to December 31, 2011. She stated that staff has access to traffic studies and counts are
available for Cole, Callaway, Boone and Miller Counties, via an internal version of the new website
application.
B. Discussion on changes to metropolitan planning area as a result of the new 2010 urban boundary
Mr. Sanders explained that MoDOT will create an adjusted urbanized area to be approved by the Federal
Highway Administration (FHWA). He stated that once the adjusted urbanized area is approved by FHW A
CAMPO's planning area boundary can be adjusted. Mr. Sanders explained that the CAMPO planning area
boundary is required by FHW A to be redone prior to publishing our next Long Range Transportation Plan in
April2013.
Ms. Hoecker explained that MoDOT staff within Central Office Transportation Planning is looking at maps
for each MPO. She explained that once those boundaries are determined they will submit those maps to the
MoDOT Districts for their review and discussion with the MPO's and then forward to FHWA for approval. Ms.
Hoecker stated that once that process is approved then the MPO will create the new planning area boundary.
She explained that the MPOs will have to change the planning area boundary to include areas outside of the
current approved federal boundary. Ms. Hoecker stated that some of the MPOs nationwide are also having the
same challenge of updating their Long Range Transportation Plan. She explained that she is working with Mr.
Michael Latuszek of FHW A to see if there is any flexibility with deadlines in updating the new boundaries in
conjunction with the Long Range Transportation Plan.
Mr. Turner arrived at 10:23 a.m.
Mr. Schwartze explained that according to the 2010 Census data we will have to add a piece on Highway 54
by Heritage Highway and on Highway 50 East by Liberty Road. He stated that now would be the time to
consider whether other communities would be added to the planning area, such as Wardsville and Taos.
7. Other Business
A. Update on the Travel Demand Modeling Project
Mr. Sanders explained that the Consultant, HDR Engineering Inc., determined that there are four
intersections that need new traffic counts and turning movements. He stated that MoDOT's traffic counters
would not be available until May 20, 2012 which is the day before school is to let out for the summer. Mr.
Sanders explained that the four intersections include: (1) US 50 Eastbound at Homer Road: (2) US 50/63
Eastbound at Homer Road; (3) US 50/63 at Militia Drive; and (4) Route Band Route Min Wardsville.
Mr. Engelbrecht stated that he will talk with his counterparts at MoDOT about this and contact Mr. Sanders
with any new information. Mr. Landwehr stated that Cole County Public Works would be able to do the traffic
counts for Homer Road and Militia Drive.
B. Discussion on a possible right turn lane onto Liberty & Shamrock Road from Highway 50163 East
Ms. McMillan explained that Mr. Jeff Hoelscher, Eastern District Commissioner, asked that CAMPO look at
the possibility of constructing a right tum lane from Highway 50/63 East onto Liberty and Shamrock Road. She
added that if it does warrant improvements it should be included on the Regional Needs list.
Mr. Landwehr explained that people wanting to cross over Highway 50 to go west into Jefferson City have
their sight distance blocked by people making right turns onto Liberty Road from Highway 50/63 East. He
stated that it probably needs to be an offset right tum which would require filling the steep hole and moving the
guard rail.
Mr. Crane inquired whether the proposed tum lane is warranted. In response, Mr. Schwartze explained that
traffic stacks up in the morning as vehicles try to cross Highway 50 to go west to Jefferson City.
Mr. Benz suggested pulling the accident and traffic count history for review at the next meeting. Mr.
Engelbrecht stated that he will follow up on this.

Mr. Sanders asked whether a J-Tum would work in this situation, or if it would impact access to the Highway
Patrol Troop F and the Jefferson City Landfill. Mr. Landwehr responded that the crossover could be left as-is,
but prohibit the left tum movement.
Ms. McMillan explained that bus traffic picking up children in the Jefferson City Public School District uses
this intersection, and that multiple cities and counties are serviced by the Jefferson City Landfill.
The Technical Committee agreed to look at the safety concerns and issues with this location to determine
what possible solutions may be applicable before forwarding to the Board of Directors.
8. Member News, Project Updates
Cole County
--Mr. Landwehr gave an update on the Business 50 West improvements and the Zion Road project.
Holts Summit
--Mr. Crane gave an update on various street maintenance projects in Holts Summit.
Jefferson City
--Mr. Bange reported on (I) the E. McCarty Street project; (2) the Missouri Boulevard sidewalk project
between Kansas Street and Heisinger Road; and (3) the Frog Hollow bridge reconstruction project.
--Mr. Lockwood reported on (I) the Lewis and Clark to Riverside Drive Greenway project; (2) the
Aurora Park to Lincoln University Greenway project; and (3) the Frog Hollow Greenway Study.
--Mr. Turner announced that bike racks have been installed on all busses.
Missouri Department of Transportation
--Mr. Lynch reported on (1) the US 54 Safety Improvement projects; (2) the future St. Mary's Hospital
interchange; (3) the Route D Safe and Sound Bridge Project; and (4) the overlay project on US 50/63
East and US 63 South.
9. Next Meeting Date-Thursday, June 7, 2012 at 10:00 a.m. in the Boone/Bancroft Room.
