Call to order, roll call, and determination of a quorum Ms. McMillan called the meeting to order at 10:10 a.m. A quorum was present with 14 of 16 voting members or their designee present. 2. Public comment None received. 3. Adoption of the agenda as printed or amended Ms. McMillan suggested to amend the agenda to hear the presentation from Ms. Taylor on the Coordinated Public Transit Human Services Plan first. Mr. Benz moved and Mr. Morasch seconded to adopt the agenda as amended. The motion passed unanimously. 4. Approval of the minutes from the meeting of June 7, 2012 Mr. Benz moved and Mr. Lockwood seconded to approve the minutes from the meeting of June 7, 2012 as written. The motion passed unanimously. Ms. McMillan reported that the FY2013-2016 Transportation Improvement Program is out for public comment until August 15, 2012. 6. Old Business None. 7. New Business A. Coordinated Public Transit Human Services Transportation Plan presentation and update. Ms. Richter explained that the Coordinated Public Transit Human Services Transportation Plan is a locally developed plan involving representatives from public, private and non-profit transportation and human service providers. She stated that the plan seeks the transportation needs of the elderly, disabled and low income population. Ms. Richter explained that the plan must be in place before agencies can have access to federal funds. She stated that 94 surveys were sent out, of which 42 responded. Ms. Richter explained that a meeting was held on July 26, 2012 for transportation providers. B. Long Range Transportation Plan Development (update, discussions & homework assignments) 1. Schedule Mr. Morrison stated that the following items have been completed: (1) urbanized area boundaries as established by the Census; (2) forwarded current land uses to the consultant; (3) contacted Holts Summit, St. Martins, City of Jefferson and Cole County for future land uses; (4) population projections for the urbanized area; and (5) established housing requirements and commercial and residential development. He stated that future activities include: (1) review the planning area once MoDOT and CAMPO determines the adjusted urbanized area; (2) ask jurisdictions for 5, 10 and possible 20 year projects; (3) functional classification review; (4) identify problem areas from the Travel Demand Model; (5) draft the preliminary plan; and (6) begin public participation activities. 2. Travel Demand Forecast Update Mr. Sanders explained that MPO staff is in the process of identifying commercial and industrial growth locations in Jefferson City, Holts Summit, St. Martins and Cole County. He stated that the consultant will have a draft model to present to the Technical Committee in October 2012. 3. Future Projects to be included in plan Mr. Morrison explained that the Metropolitan Transportation Plan (MTP) is a long range transportation plan that must be fiscally constrained. He stated that we will incorporate jurisdiction's current transportation plans, capital improvement programs, comprehensive plans and bicycle and pedestrian plans. Mr. Morrison explained that we will have focus groups and public participation activities in order to gather additional input. 4. Goals and Objectives Development Kickoff Ms. McMillan explained that the MTP is a comprehensive transportation plan that includes goals and objectives. She stated that we need to anticipate including system preservation goals and performance measures that are addressed in new transportation bill. Mr. Kolb inquired whether this plan takes into consideration future growth for the Nuclear Plant in Callaway County. Mr. Sanders explained that a decision will be made in September for funding for the new nuclear plant which will give us time to anticipate future growth in Callaway County and any impacts on the road network. Mr. Robinett commented that it would be useful to look at different scenarios for growth rates. He explained that performance measures are a big emphasis with the new federal transportation bill, MAP -21. Ms. Murray commented that the intersection at US 54 and Highway 94 is problematic in the sense that it affects traffic from the ABB and Callaway Nuclear Plant. 5. Planned Focus Group Meetings — identify Technical Committee participants (& others) Mr. Sanders explained that focus group meetings will be held for the following areas: (1) Transportation System Safety/Security; (2) Freight Interests; (3) Public Transportation Interests; (4) Economic Development Interests; and (5) Bicycle / Pedestrian Interests. Minutes/Capital Area Metropolitan Planning Organization Technical Committee August 1, 2011 Page 3 Ms. McMillan explained that a schedule will be forthcoming for any workshops, open houses or focus group meetings. Mr. Latuszek suggested establishing a working group focused on asset management and system preservation. C New transportation legislation Mr. Morrison explained that "Moving Ahead for Progress in the 21" Century' (MAP -21) is the new two year transportation bill effective October 1, 2012. He stated that MPOs continue to be designated for each urbanized area with a population of more than 50,000 individuals. Mr. Morrison explained that Safe Routes to School, Recreational Trails and Transportation Enhancements are now funded under the Transportation Alternatives Program. He slated that the Transportation Mobility Program is a new core program that replaces the current Surface Transportation Program (STP) and other programs. Mr. Robinett explained that the only funds available for fixed route or paratmnsit busses is Section 5339 Bos and Bus Facilities Formula Grant Programs. He stated that this is a formula based program and the state will no longer receive earmarks that local systems, small urban and corals can use to construct facilities and purchase vehicles. Mr. Robinell explained that there will be more competition from transit systems for STP funds. He staled that this could cause a real crunch for the next two years for a lot of transit systems if they cannot replace their vehicles. 9. Next Meeting Date - Thursday, September 6, 2012 at 10:00 a.m. in the Boone/Bancroft Room. 10.
