Call to order, roll call, and determination of a quorum Chairman Hoelscher brought the meeting to order at 12:15 p.m. and asked Ms. Stratman to call roll. A quorum was present with all members or their designees present. 2. Public Comment No comments were received. 3. Adoption of the agenda as printed or amended Mr. Benz requested to amend the agenda to add a Safe Routes to School Application for Pioneer Trails Elementary School. Mr. Benz moved and Mr. Morasch seconded to adopt the agenda as amended. The motion passed unanimously. 4. Approval of the minutes from the meeting of August 15, 2012 Mr. Benz moved and Mr. Weber seconded to approve the minutes from the Regular Meeting of August 15, 2012. The motion passed unanimously. 5. Communications from the presiding officer • OneDOT approving the FY2013-2016 Transportation Improvement Program • MoDOT pertaining to the FY2013-2016 Transportation Improvement Program Minutes/Capital Area Metropolitan Planning Organization Board of Directors October 17, 2012 Page 2 6. Old Business None. 7. Public Hearings A. Coordinated Public Transit Human Services Transportation Plan Chairman Hoelscher opened the public hearing at 12:17 p.m. With no comments received, Chairman Hoelscher closed the public hearing at 12:18 p.m. Mr. Benz moved and Mr. Henry seconded to adopt the Coordinated Public Transit Human Services Transportation Plan by Resolution RS2012-03. The motion passed unanimously. New Business A. Transportation Enhancement Grant Applications • City of Holts Summit 1. S. Summit Drive to Simon Boulevard sidewalk and curb and gutter (Primary Application) Mr. Crane explained that this proposed project would provide connectivity to their main commercial area. He stated that they will continue to emphasize these types of projects on S. Summit Drive. 2. Perrey Drive to Ellsworth Drive sidewalk and curb and gutter (Secondary Application) Mr. Crane explained that the City of Holts Summit received a Safe Routes to School grant that installed sidewalks from North Elementary School to Perrey Drive. He stated that the proposed project is a continuation of that Safe Routes to School project which would potentially connect to a new 130 home development called Cedars Subdivision. • City of Jefferson (Listed in order of priority according to Resolution RS2012-15) 1. Amtrak Depot Plaza Restoration at Historic Water Street Mr. Bange explained that the proposed project addresses multiple ADA issues and deterioration of the area around the train station. He stated that the existing street will be replaced with a permeable paver street to maintain the historic character of the area. 2. Moreau Heights School Sidewalks on Moreau and Ellis Mr. Bange explained that the proposed project will connect the neighborhoods on the southern side of Ellis Boulevard to Moreau Heights School by giving them two options to walk to school. He stated that there is already an existing sidewalk along Hough Park. 3. Trailhead for the Missouri River Pedestrian and Bicycle Bridge Mr. Bange explained that this project proposes to construct a trailhead at the top of the ridge on the south end of the bridge, to include a welcome center with interpretive maps, bike racks and benches. 4. Frog Hollow Greenway Extension Mr. Bange explained that this project proposes to connect to the trail along Wears Creek. He stated that the proposed sidewalks would tie into a walking trail near the proposed new Jefferson City High School location. B. Safe Routes to School Grant Applications • City of Jefferson 1. Moreau Heights School Sidewalks on Moreau and Ellis Mr. Bange explained that the City of Jefferson also applied for Transportation Enhancement funds for this proposed project, which is described above. St. Martin School Sidewalk Project Mr. Bax explained that the proposed project runs along State Route T from St. Martins School to Burton Lane. He stated that the proposed project will provide safer access to St. Martins School, as well as, school bus pick up points for Jefferson City Public Schools. • County of Cole 3. Pioneer Trails Elementary School Mr. Landwehr explained that Pioneer Trails Elementary School was built in 2009. He stated that Cole County currently has a project under design that would upgrade Business 50 West to curb and gutter with sidewalks. 9. Miscellaneous Reports None. 10. Other Business Ms. McMillan introduced Mr. Jeremy Cover, Associate City Counselor. 11. Next Meeting Date - Wednesday, November 21, 2012 at 12:15 p.m. in the Boone/Bancroft Room #200. 12.
