Call to order, roll call, and determination of a quorum Ms. McMillan called the meeting to order at 10:08 a.m. A quorum was present with 13 voting members or their designee present. 2. Public comment None received. 3. Adoption of the agenda as printed or amended Mr. Benz moved and Mr. Morasch seconded to adopt the agenda as printed. The motion passed unanimously. 4. Approval of the minutes from the meeting of December 6, 2012 Mr. Benz moved and Mr. Lockwood seconded to approve the minutes from the meeting of December 6, 2012 as written. The motion passed unanimously. 5. Communications from the presiding officer A. MoDOT pertaining to Transportation Enhancement Funds Awards Minutes/Capital Area Metropolitan Planning Organization January 3, 2013 Technical Committee Page 2 6. Old Business A. Long Range Transportation Plan 1. Adjusted Urbanized Area Boundary Mr. Sanders explained that the adjusted urbanized boundary is primarily used for reporting purposes by MoDOT, whereas funding allocations are based on the Census defined urban area population. He stated that the proposed adjusted urbanized area includes: (1) all of the 2010 Census defined designated urban area; (2) all of the incorporated cities of Jefferson City, Holts Summit, St. Martins and Lake Mykee; (3) the intersection of Lorenzo Greene Drive, Tanner Bridge Road and Route B; (4) right-of-way on both sides of Highway 54 South; (5) all of Route C; and (6) .Binder Lake. Mr. Sanders clarified that Taos is not included in the adjusted urbanized area. Mr. Morrison explained that the adjusted urbanized area boundary has no effect on the amount of planning fiords received, or local matching funds required, as that is determined by the Census defined urban area. Mr. Crane inquired whether STP funding is affected, and whether reducing the size of the MPO would affect the amount of STP funds. Mr. Morrison explained that areas within the entire planning area are eligible for STP funds. Mr. Latuszek explained that the fund distribution for STP planning funds is based on the Census defined urban area and not on the adjusted urban area or the metropolitan planning area. Mr. Morasch moved and Mr. Lockwood seconded to recommend the Adjusted Urbanized Area Boundary to MoDOT and the CAMPO Board of Directors. The motion passed unanimously. 2. Metropolitan Planning Boundary MPO staff presented their recommendations to the committee. Mr. Sanders explained that the Metropolitan Planning Area (MPA) is the boundary for which we are to carry out our transportation planning processes. He stated that at a minimum the MPO has to include the urban and adjusted urban areas and the areas expected to become urbanized in 20 years. Mr. Sanders explained that in order to be included in the new urban area, census blocks have to meet population and proximity density. He stated that Wardsville has several census blocks that meet population density but did not meet the proximity density. Mr. Sanders explained that the models show a pattern where the population density and growth is not occurring in the urban core of Jefferson City but more on some of the surrounding areas for 2020 and 2035. He stated that they compared other plans, such as the Cole County Master Plan, historic and current demographic and socioeconomic data, along with Travel Demand Model data to come up with the proposed metropolitan planning area. Mr. Morrison added that Cole County's Master Plan corresponded with staff findings. He stated that the part of Cole County south and east of Jefferson City is a rapidly growing area; an example is Wardsville, which grew 54 percent in the 10 years between 2000-2010. If this rate of growth continues, Wardsville will equal the size of Holts Summit in 2020. He stated that staff looked at the possibility of contracting the planning area in Cole County, but after further study it did not seem to be a feasible solution. Mr. Morrison. continued, that conversely, staff found that much of the rural area in the Callaway County portion of the MPA showed little indication of future growth, with the exception of the area around Molts Summit. Mr. Benz stated that he cannot support the proposed MPA. He explained that this makes it more difficult for us when we use BRO funds. Mr, Benz commented that he does not see any future growth in the rural areas to the south and west and suggests contracting the boundary in these areas. Mr. Morrison explained that while Taos is not growing as fast as some other areas, they have expanded their municipal area through annexation, and have in fact, expanded into the MPA. Mr. Benz stated that he does not have problems with Taos itself but has concerns for the area south of Route M. Ms. McMillan explained the area south of Route M is included in a Traffic Analysis Zone (TAZ) that includes part of Wardsville and part of Taos and the unincorporated area in between. Ms. McMillan said that the advantage of using TAZs as a decision factor is that census data exists for planning purposes that this is not available from any other source. Mr. Benz replied that it does not offset the extra paperwork required to do projects in those areas, saying it made no sense to include the Walnut Acres Bridge Replacement in the TIP in order to spend BRO fiends on that project. Mr. Landwehr pointed out areas with little development potential, such as the floodplain area between the Osage and Missouri Rivers in. Osage City, and the farmland northwest of St. Martins. Mr. Latuszek explained that most of the performance measures called for in the new transportation act have not yet been defined. He stated that TAZs make modeling and other tasks easier Minutes/Capital Area Metropolitan Planning Organization .January 3, 2013 Technical Committee Page 3 Mr. Benz explained that he is concerned that Cole County's portion of the funding will increase when more areas outside of the City limits are brought into the MPA. Mr. Morasch inquired whether you could contract the boundaries to accommodate what Mr. Benz is saying and then ask HDR to do some minor adjustments to those fringe areas of those zones. Mr. Sanders explained that the data from the TAZs is financed by AASHTO and several MPOs throughout the United States in conjunction with the Federal Highway Administration (FHWA) to have the Census Bureau generate that data. Ms. McMillan explained that splitting TAZs make the resulting data suspect, whereas using all of the data within a TAZ makes planning products more reliable. Mr. Crane moved and Mr. Benz seconded to recommend to the Board of Directors that the MPA Boundary be consistent with the smoothed adjusted urbanized area. Discussion: Mr. Morrison referred to the Cole County Master Plan, which shows industrial and commercial development along Highway 50 East. He voiced concern about being able to comply with federal regulations like Limited English Proficiency and Title V1 using standard Census data without TAZ data. Mr. Crane commented that we have one current member not paying their dues that does not want to be a part of this organization. Mr. Crane stated that we are now talking about including Wardsville and Taos with the likelihood that there is no potential for growth for the next 20 years. Mr. Benz commented that he is not against the areas around Jefferson City or any of the smaller towns such as St. Martins. He explained that his objection is these large blocks of farm ground that are being included. Ms. McMillan said there is significant residential development between Wardsville and Taos, which should be included from a planning perspective. She stated that there is good data in the Cole County Master Plan. Mr. Latuszek inquired which natural features the TAZs follow. Mr. Sanders explained that they follow as much as possible block group boundaries. He stated that most TAZs in our region follow existing roads however the edges of the boundaries follow the Osage and Moreau River. Mr. Latuszek explained that some MPOs include entire counties. Mr. Morrison explained that staff analysis resulted in these recommendations, but he understands Mr. Benz's concerns about including rural areas. Mr. Morrison suggested excluding rural areas and only including municipalities. Ms. McMillan commented the proposed MPA does not include large expanses of rural areas. She stated that people living in those areas depend upon Jefferson City for their livelihood. Mr. Sanders explained that the CAMPO Long Range Transportation Plan has to be updated by April 2013. He stated that we will be in noncompliance if the MPA is not approved by that time. Mr. Bange inquired of who is responsible for writing the performance reports. Mr. Latuszek explained that the MPO is supposed to have its own performance measures and provide reports to the state. Mr. Crane commented that jurisdictions may have to provide performance measures which could have an impact on every jurisdiction's manpower. Ms. McMillan reiterated that there is a motion on the table to recommend to the Board of Directors that the MPA boundary be consistent with the smoothed adjusted urbanized area. The motion failed 9 to 3 with the following votes: Aye: Benz, Crane, Lockwood Nay: Bange, Barron, Craft, Engelbrecht, Landwehr, Lehman, Lynch, McMillan, Morasch Abstain: Morrison For discussion purposes, Ms. McMillan inquired whether Mr. Crane has an issue with the planning area proposed for Callaway County. Mr. Crane stated he would like to see it consistent with the urbanized area. Mr. Sanders inquired what would happen if the MPA boundary is reduced down to the adjusted urbanized area. Ms. Hoecker replied, the Governor would deny it, because it would not meet federal regulations. She stated that even if the boundary is contracted where it makes sense it would still need to be justified. She clarified that the actual planning boundary goes from MoDOT Planning to the Governor. She explained that the Governor's staff will want justification if the MPA boundary is contracted in any area. Mr. Crane inquired whether the MPA can be amended at any time. Ms. Hoecker explained that it can be, however, they do not encourage that. Mr. Morasch commented that the prior motion was not broad enough, He stated that we should try to work with Cole County on something different. Mr. Morasch, Mr. Benz, Mr. Landwehr, volunteered to meet with MPO staff to discuss other options. Ms. Hoecker and Mr. Latuszek will be in attendance as well. 7. New Business A. Amendment to the FY2013-2016 Transportation Improvement Program. 1. City of Jefferson Department of Parks, Recreation and Forestry. McKay Park Area Greenway Connection. TIP Project number is 2013-08. Ms. McMillan announced the public comment period will begin on January 4, 2013 and conclude with a public hearing on January 1.6, 2013. Mr. Lockwood explained that this proposed greenway connection lies between McKay Park and Southwest Boulevard, and is a cooperative project with Our Saviors Lutheran Church. Mr. Lockwood explained that the proposed project involves constructing approximately 900 feet of trail across the property from near the entrance of the Old Memorial Hospital to connect with the trail that circumvents the lake and McKay Park. He stated that the matching portion is right-of-way donated by Our Saviors Lutheran Church. B. Illustrative Projects List First Draft Mr. Morrison explained that staff is updating the Illustrative Project List and asked Technical Committee members to submit projects. He stated that these are projects that would be considered if funds are available. 8. Other Business A. Mr. Sanders explained that staff has posted the list of Obligated Projects to the website. B. Mr. Lynch explained that MoDOT will be entertaining a new direction to explore new revenue sources called "Missouri on the Move". He stated that there will be a listening panel on February 5, 2013 in Columbia. Mr. Lynch explained that MoDOT will have a recommendation by June or July 2013. 9. Next Meeting Date - Thursday, February 7, 2013 at 10:00 a.m. in the Boone/Bancroft Room. 10.
