HomeMy Public PortalAbout19740515CCMeeting1 1 1 11 Savannah Beach, Georgia May 15,',1974 The regular monthly meeting of Savannah Beach City Council was held this afternoon at 3:00 P.M. with Mayor Allen Hendrix presiding and a quorum consisting of the following councilmen present: Edward Towns, Karen Losey, Ernest Hosti, Walter Parker, Earl Anderson and Edward dung. City Attorney Lance Smith was also present. VISITORS & P] J.TiCNERS: Visitors and Peitioners at the meeting were Mrs. Mary Grosse, Mrs. Joan Weaver, Mr. Bob Williams, Miss Linda Williams, Mrs. Strange, Mr. Jim Fabrikant, Mr. Joe Agnew, Mr. Jim Stettler, Mr. Henry Glisson, Mrs. Stella Case, Mr. Carl Thompson, Mr. M. J. Counihn, Mr. Richard DeLoach, Mr. L. E. Taylor, City Marshall and Mr. Grady Braddock. Following the Invocation by Mr. Joe Agnew and the Tribute to the Flag, the meeting was formally .opened by Mayor Hendrix. The Minutes of the Meeting of April 17, 1974 were approved as written. Mrs. Mary Grosse appeared before Council to complain about people parking on her land in Fort Screven and asked that signs be placed in that area. Mayor Hendrix appointed a committee to investigate these complaints and report back to Council. He named the following to the committee: Walter Parker, Chairman of the Police Committee, Ernest Hosti, Chairman of the Public Works Caunittee, and Mr. Earl Anderson, Chairman of the Recreation Committee. Mr. Carl Thompson of Pulaski Street appeared before Council requesting that something be done about the run -down property next to him which is owned by Mrs. Ingram of Decatur, Georgia. He stated that letters had been written by himself and the City requesting this lady to do something about this deteriorated property. He further stated that she refused to do anything about it and also that all of his efforts to purchase the property had failed, Mayor HENDRIK stated that he and Council were certainly in sympathy with Mr. ThaMpson and that we would continue trying to get something done about this property. City Attorney Lance Smith was instructed to write this lady giving her notice that if she did not do something about the property, the necessary legal action would be instituted by the City. Mrs. Stella Case canplained about junk cars and other debris abandoned in the area of her hone. Also about horses running loose in vicinity of her hare. She stated further that at times horses are tethered in the middle of the street constituting a traffic hazard.. These complaints were referred to the Police Department. Mr. Bob Williams, Secretary of the Zoning Board of Appeals, appeared before Council to request than to give instructions to all concerned that no building permits were to be issued in cases where a variance would be necessary. -2- Mayor Hendrix responded to Mr. Williams stating that this was simply a mix -up and we got confused in the paper work and administrative procedure. These things invariably happen sometimes, he said. Proposals for an Alerting System for the Savannah Beach Volunteer Fire Deft were submitted by Mr. Bill Powell and Mr. Grady Braddock in behalf of Motorola, Inc . , and by Mr. Jim Stettler in behalf of Rosolios, Inc . , following which Mayor Hendrix stated that action would be taken on these proposals later in the meeting. Bills of the various departments for the Month of April were approved for payment. Following the approval of the bills, Mayor Hendrix requested that Council go into a closed session to deal with a personell problem, being a hearing on the dismissal of Mrs. Glen Weaver a City employee. No minutes were recorded of this session. City Attorney Lance Smith gave a report on the beach land acquistion agreements with Ocean View Corporation stating that he had turned over to Ocean View Corporation a city check in the amount of $3,500.00, together with a letter of credit from First Bank of Savannah in the amount of $10,000.00 to secure the "in kind" services agreed to. He then requested Council to adopt the following Resolution: RESOLUTION Councilman Edward Jung moved that the Resolution be adopted. The motion was seconded by Councilman Anderson and approved by a vote of 5 to 1, Councilman Towns abstaining. City Attorney Lance Smith then explained the lard swap that was necessary with Mr. William C. Fleetwood, stating, that in order to complete the requirements of this project it is necessary that the City of Savannah Beach acquire certain lands that are owned by William C. Fleetwood and that Mr. Fleetwood had agreed to conveying this land to the City in exchange for certain lands presently owned by theCity of Savannah Beach, being a .57 acre portion of Taylor Street in Fort Screven and Limewood Drive. He then requested that City Council adopt the following Resolution: RESOLUTION Councilman Jung moved the adoption of the Resolution. The motion was seconded by Mrs. Losey and unanimously carried. Attorney Demere Bishop then informed Council that this was now all the property that we needed for our Beach Erosion Project. 1 1 1 1 -3- Councilman Karen Losey then called for a Second Reading on the Ordinance to amend our Ordinance governing Permanent Committees adding a "Beach Protection and Development Canmittee" as our seventh permanent committee. ORDINANCE Mrs. Losey then moved that this Ordinance be adapted on Second Reading. This motion was seconded by Councilman Anderson and unanimously carried. Police Commissioner Parker informed Council that he was in receipt of a letter from Mr. Joe Fred Booth withdrawing his application for a retail, liquor license at the Kitten's Korner and moved that all previous acts of Council concerning this case, therefore, be dismissed. The motion was seconded by Mr. Jung and unanimously carried. Caranissioner Parker stated that an application for a reta i l liquor license at the Novelty Bar. This application had received a favorable recommendation from the Police Department following their investigation and he therefore recommended approval of the application. The notion was seconded by Councilman Earl Anderson and unanimously approved. Councilman Parker stated that an application for a Beer & Wine License at the Clown Bar on 16th Street (formerly Kathy's) had been received from Patricia Whitney. He stated further that cur Police Department had not had time to complete a background check on this individual, but in view of the fact that the season waS now upon us, he would move that pending a favorable background investigation and recommendation by the Chief of Police -- and not until that time we do • grant Miss Whitney a Beer and Wine License. The motion was seconded by Mr. Jung and unanimously carried. Councilman Karen Iosey moved that the City purchase a Paging System for our Volunteer Fire Department. It was seconded by Councilman Earl Anderson and unanimously carried. Mrs. Losey then moved that this equipment be purchased from Motorola and paid for on an installment payment basis out of Revenue Sharing Funds. She stated further that the financing plan offered by Motorola be accepted. She said the plan called for the total cost of $7,959.00 be paid for in three equal installments of $2,653.00 each: 1/3 at time of delivery (when inStaLled) 1/3 six months later 1/3 in 12 months after installation (no interest) This notion was seconded by Councilman Earl Anderson and unanimously carried. Councilman Ernest Hosti stated that only two bids had been received to repair and paint our elevated water tank and one of these, a very brief proposal via Western Union. He stated further that he felt we should get at least three complete proposals in writing. 13' -4- He also stated that since we had n w entered our busy summer season with greatly increased traffic and visitors, that it would be better to wait now until the Fall of the year. This delay in doing the work on the Tank was agreed to by Council. Council Earl Anderson informed Council that we had received the first request for construction in the sand dune area since the adoption of the Sand Dune Ordinance and this application for a permit came from Mr. Ralph Tenenbaum who desires to construct a sun deck within the boundaries of his property and 93 feet from the sea wall. He then moved that Council approve this permit. This motion was seconded by Mrs. Losey and unimously carried. There being no further business, the meeting was adjourned to the next regular or special called meeting. ()\01,■-‘_. RY-1(11.-V MAYOR CLERK OF COUNCIL 1 RESOLUTION WHEREAS, Savannah Beach, Tybee Island, Georgia, is a municipal corporation chartered under the laws of the State of Georgia, and Linder its charter, acts through its mayor and council; and, WHEREAS, at the present time, Savannah Beach, Tybee Island, Georgia, is undertaking an erosion control project for the preservation of the said city's beaches; and, WHEREAS, the United States Government, thel State of Georgia, and the Commissioners of Chatham County have all agreed under contract for the funding of this project; and, WHEREAS, in order to complete the requirements of the project, the United States Government has requested that the City of Savannah Beach, Tybee Island, Georgia acquire a portion of property owned by the Ocean View Corporation; and, WHEREAS, said property acquisition must be completed prior to the letting of bids for the Army Corp of Engineers, since all lands to be improved must be owned by the City of Savannah Beach, Tybee Island, Georgia; and, WHEREAS, in order to acquire said property certain monies must be paid over to said Ocean View Corporation alorLg with a commitment for services to be provided by the City of SavannahlBeach, Tybee Island, Georgia; and, 1 1 1 1 NOW THEREFORE, BE IT RESOLVED that the City Council duly assembled authorizes the Mayor of the City of Savannah Beach, Tybee Island, Georgia to execute any agreements for acquisition or any bills or notes to secure the necessary acquisition costs with the First Bank of Savannah, not to exceed an amount of $13,500.00. BE IT ORDAINED BY THE MAYOR AND COUNCILMEN of the City of Savannah Beach, Tybee Island, Georgia in regular monthly council duly assembled, and it is hereby ordained by authority of the same that Subsection (a) of Section 2 -3 of the Code of Ordinances of the City of Savannah Beach, Tybee Island, Georgia is hereby stricken in its entirety and a new Subsection (a) of Section 2 -3 is inserted in lieu thereof, which shall read as follows: "Section 2 -3. Permanent Committee. (a) There shall be seven (7) permanent committees to be appointed by the mayor immediately after he takes his oath of office for the operation of the city as follows: (1) Finance (2) Fire (3) Police (4) Public Works (5) Water- sewerage (6) Recreation (7) Beach Protection and Development" All ordinances and parts of ordinances in conflict herewith are hereby repealed.
