REFERRING THE LOWER AVENUE ROOSEVELT AVENUE BUSINESS
REDEVELOPMENT PLAN TO THE PLANNING BOARD FOR
RECOMMENDATION PURSUANT TO THE LOCAL
REDEVELOPMENT AND HOUSING LAW, N.J.S.A. 40A:12-1, ET SEQ.
WHEREAS, pursuant to Resolution No. 01-234 on July 19, 2001, the Borough of
Carteret ("Borough") has designated the Lower Roosevelt Avenue Business
District ("LRABD") as an area in need of redevelopment in accordance with the
Local Redevelopment and Housing Law, N.J.S.A. 40A:12A-1, et seq.
("Redevelopment Law"); and
WHEREAS, the engineering firm of Schoor DePalma, Inc., at the direction of the
Mayor and Council, prepared the Lower Roosevelt Avenue Business District
Strategic Revitalization Plan, dated December 2000, ("Revitalization Plan")
setting forth a plan for revitalization of the LRABD; and
WHEREAS, with the assistance of its consultant team, the Carteret
Redevelopment Agency ("CARA") reviewed and studied the initial Revitalization
Plan and has made certain recommendations to the Governing Body regarding the
proposed redevelopment of the LRABD; and
WHEREAS, CME Associates has prepared for the Mayor and Council the Lower
Roosevelt Avenue Business District Redevelopment Plan, dated November 6,
2002, ("Redevelopment Plan") incorporating elements of the Revitalization Plan
and the recommendations of the CARA; and
WHEREAS, prior to entering into any redevelopment agreement(s) for the
redevelopment of the LRABD, the Borough must satisfy the requirements of the
Redevelopment Law; and
WHEREAS, the Borough now wishes to formally adopt the Redevelopment Plan
to fulfill the statutory requirements and to serve as a guideline for the
redevelopment of the LRABD in response to the findings of the Borough Council;
and
WHEREAS, pursuant to Section 7 of the Redevelopment Law, a redevelopment
plan is to be referred to the Planning Board for its recommendations prior to
adoption by the Governing Body.

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the
Borough of C arteret, County of Middlesex, State of New Jersey as follows:
1. That the Carteret Planning Board is hereby directed to
review the Lower Roosevelt Avenue Business District
Redevelopment Plan attached hereto as Exhibit A, and to
prepare a report in conformance with Section 7(e) of the
Redevelopment Law.
2. That a copy of this Resolution be forwarded to the Carteret
Planning Board and the CARA.
