Call to order, roll call, and determination of a quorum Chairman Hoelscher brought the meeting to order at 12:16 p.m. and asked Ms. Stratman to call roll. A quorum was present with all members or their designee present. 2. Public Comment No comments were received. 3. Adoption of the agenda as printed or amended Mr. Benz moved and Mr. Bange seconded to adopt the agenda as printed. The motion passed unanimously. 4. Approval of the minutes from the meeting of November 21, 2012 Mr. Benz moved and Mr. Schwartze seconded to approve the minutes from the Regular Meeting of November 21, 2012. The motion passed unanimously. Communications from the presiding officer A. MoDOT pertaining to Transportation Enhancement Funds Awards Minutes/Capital Area Metropolitan Planning Organization January 16, 2013 Page 2 6. New Business/Public Hearing A. Amendment to the FY 2013 - 2016 TIP 1. City of Jefferson Department of Parks, Recreation and Forestry. McKay Park Area Greenway Connection. TIP Project number is 2013-08. Mr. Lockwood explained that this is a proposed greenway connection between McKay Park and Southwest Boulevard. He stated this project will serve as a connection between the northeast side of the lake at McKay Park, extend through an undeveloped area east of the apartment complex and end near the parking lot entrance of Our Saviors Lutheran Church on Southwest Boulevard. Mr. Lockwood explained that this is a cooperative project with Our Saviors Lutheran Church. Mr. Scrivner arrived at 12:20 p.m. Chairman Hoelscher opened the public hearing at 12:20 p.m. With no comments received, Chairman Hoelscher closed the public hearing at 12:21 p.m. Mr. Bange moved and Mr. Benz seconded to approve Amendment #1 to the FY2013-2016 Transportation Improvement Program. The motion passed unanimously. 7. New Business A. Metropolitan Planning Area boundary (MPA) Mr. Morrison explained that the part of Cole County south and east of Jefferson City is a rapidly growing area; an example is Wardsville, which grew 54 percent in the 10 years between 2000 and 2010. If this rate of growth continues, Wardsville will equal the size of Holts Summit in 2020. He stated that staff looked at the possibility of contracting the planning area in Cole County, but after further study it did not seem to be a feasible solution. Mr. Morrison referred to the Cole County Master Plan, which shows industrial and commercial development along Highway 50 East. However, Mr. Morrison explained that staff found that much of the rural area in the Callaway County portion of the MPA showed little indication of future growth, with the exception of the area around Holts Summit. Mr. Sanders explained that the Metropolitan Planning Area (MPA) is the boundary for which we are to carry out our transportation planning processes. He stated that at a minimum the MPO has to include the urban and adjusted urban areas and the areas that are expected to become urbanized in 20 years. Mr. Sanders explained that in order to be included in the new urban area, census blocks have to meet population and proximity density. He stated that Wardsville has several census blocks that meet population density but did not meet the proximity density. Mr. Sanders explained that splitting Traffic Analysis Zones (TAZs) make the resulting data suspect, whereas using all of the data within a TAZ makes planning products more reliable. Mr. Schwartze commented that two areas on the south side of Wardsville are partially in the floodplain and will not be developed, but that there is a portion of Wardsville that is developed and could expand. Ms. McMillan explained that the Wardsville area is growing and should be included in the planning area. She stated that we should include Wardsville as a whole and not split it up among TAZs. Mr. Hoelscher introduced Mr. Randy Libbert, Board Chairman of the Village of Wardsville. Mr. Libbert stated that it would not be an option to only include certain portions of Wardsville. Mr. Benz commented that he was initially opposed to expanding the MPA boundary to include Taos and Wardsville. He also agreed to include Wardsville as a whole and not split TAZs. Minutes/Capital Area Metropolitan Planning Organization January 16, 2013 Page 3 Mr. Hoelscher inquired of the timeline to approve the MPA boundary. Mr. Sanders explained that by federal law our new boundaries must be in place by the time we approve our Long Range Transportation Plan. He stated that we must have our plan completed by April 2013. Mr. Sanders explained that the MPA must be approved by the Governor. Mr. Schwartze inquired whether there would be any issues with decreasing the area in Callaway County. Mr. Crane commented that the Callaway County Commission would like to keep the area as small as possible. Mr. Benz explained that the two TAZs in the southern part of Cole County will remain rural. He stated that part of Wardsville is in each one of them. Mr. Crane commented that if Wardsville or Taos become members we should look at giving every jurisdiction a seat at this table whether they participate financially or not. Mr. Crane moved and Mr. Bange seconded to approve the Metropolitan Planning Area Boundary as recommended by staff. The motion passed unanimously. 8. Miscellaneous Reports -For Information Only A. List of obligated projects from the previous fiscal year Mr. Sanders explained that within 90 days of the end of the fiscal year the MPO is required to report the amount of federal funds that were obligated inside the MPO area. He stated that this document has been posted on the MPOs website. B. Adjusted Urbanized Area boundary Mr. Morrison explained that the adjusted urbanized area includes all of the municipalities inside the urban area. He stated that the adjusted urbanized area is for reporting to the Federal Highway Administration the performance of the highway system within that area and also for functional classification of roads. 10. Next Meeting Date - Wednesday, February 20, 2013 at 12:15 p.m. in the Boone/Bancroft Room #200. 11.
