Presentation — Mr. Sonny Sanders, A View of Changes in Jefferson City Between 1990 and 2013
Mr. Sanders reviewed development and major projects done in the CAMPO area over the last 20 years. He also
pointed out that approximately $30 million in federal funds has been spent for transportation projects in the CAMPO
MPA between 2007 and 2012.
1. Call to order, roll call, and determination of a quorum
MR Barge Ms. McMillan called the meeting to order at 10:14 a.m. A quorum was present with 13 voting
members or their designee present.
2. Public comment
None received.
3. Adoption of the agenda as printed or amended
Mr. Benz moved and Mr. Bange seconded to adopt the agenda as printed. The motion passed unanimously.
4. Approval of the minutes from the meeting of March 7, 2013
Mr. Benz moved and Mr. Morasch seconded to approve the minutes from the meeting of March 7, 2013 as
written. The motion passed unanimously.
5. Communications from the presiding officer
A. OneDOT pertaining to the approval of CAMPO TIP Amendments 1 and 2
B. MoDOT pertaining to the approval of the CAMPO Metropolitan Planning Area Boundary

A. Draft 2035 MTP
1. MTP Goals, Objectives and Strategies — Final comments and changes
2. Comments received
Listed below are responses to the questions and comments from MoDOT and FHWA:
a. The MTP will expire prior to Board approval/adoption.
Is the MPO aware of the ramifications associated with operating under an expired MTP?
Mr. Latuszek explained that no projects can advance from the MTP to the TIP unless it is
listed in the expired MTP and no projects can advance until a new MTP is adopted. If a
project is listed in the current MTP and the MTP expires FHWA and FTA will allow that
project to be placed in the TIP because it was in an approved MTP when it expired.
Does the MPO intend to request an extension of its MTP?
Ms. McMillan responded an extension may be requested depending on when the draft plan
forwarded to the Board and their review requirements.
b. Has the travel demand model data been validated? Mr. Morrison explained that data
validation was a part of the contract with HDR Engineering.
c. Please describe the agencies consulted during the development of the MTP. Mr. Morrison
explained that stakeholder meetings were held on March 14 and 21, 2013. Federal, state, local
and non-profit agencies were included on the interested parties list.
d. Security and Environment (2 of the 8 planning factors) are not addressed in the
Objectives and Strategies. Please explain reasoning. Mr. Morrison explained that Ms.
Hoecker reviewed information placed in our plan and is comfortable with not having that as
an objective.
e. Please identify where the MAP -21 National Goal Areas are addressed in the plan. Mr.
Morrison explained that the national goals were addressed and the purposes and objectives of
MAP -21 were identified.
E The 2030 MTP had a Land Use and Development chapter. Is that information in the
new plan? If so, what pages? The current land use map and statistics on the proportions of
the land uses have been included.
g. Will there be any plans incorporated by reference, similar to Chapter 8 of the 2030
plan? There are sections that identify different plans such as the highway and safety plan.
There is a list of programs and plans that we refer to in the development of the plan. We are
able to incorporate these plans by reference.
h. Will there be an executive summary at the beginning of the new 2035 plan?
Technical Committee members concurred that a summary would be useful due to the complex
nature of the plan.
Proposed Goals and objectives of the MPO (assembled March, 2013). Final goals are
pending. This plan as presented has but one goal. Is it the intent of CAMPO to proceed
with a single MTP goal, supported by a series of objectives? I have recommended that
the goals of the MTP address the 8 planning factors. Please explain how/where the 8
factors are addressed in this MTP. Mr. Morrison commented that a section on security and
environmental factors was added to the plan.
J. Are the "Maps and inventories of natural and environmental data" available in the
MTP for public review? Mr. Morrison explained that those are available on the websites of
the agencies that were referenced. There is a series of links on our website identifying the
location of those documents.

k. In Table 20 there is no discussion of "street & road projects" beyond 2017. Please
explain? "Street & road projects" appear to be addressed in Table 20 on page #48, but
the heading appears to be missing. Mr. Morrison explained that no projects have been
brought forward past 2017, for the exception of transit projects.
Mr. Latuszek suggested that the MPO could have a separate line item in the MTP for
rehabilitation and reconstruction projects performed by any agency within the MPA.
Ms. Jones suggested adding a line in Table 20 for rehabilitation and reconstruction projects
and annually submit an illustrative list. This way you do not have to amend the MTP every
time there is a rehabilitation project.
L On Page 51: Operations and maintenance -Federal Aid Highways/Streets — there is no
discussion of cost -per -mile for these roads. In the MTP it looks like MoDOT used 514,000
per centerline mile. CAMPO may wish to use a similar measure when including unit cost in
this MTP. Mr. Morrison explained that this is more applicable for MoDOT and less so for smaller
municipalities.
in. Please explain the difference in annual revenue figures between Table 25 and Table 21.
Mr. Morrison explained that this issue has been resolved.
Mr. Barron moved and Mr. Morasch seconded to add the following strategies:
Objective 1: Improve safety for all travel modes; reduce frequency and severity of crashes, for motorized
and non -motorized modes of travel:
iv. Identify potential locations where safety improvements can be made.
Objective 2: Reduce traffic congestion and delay:
iv. Identify potential locations where traffic congestion occurs.
Objective 3: Identify and support activities that encourage economic development
iii. Support improvements to the airport system
Objective 4: Improve freight movement, multimodal and intermodal•
i. Identify potential multimodal and intermodal freight related projects
ii. improve existing multimodal and intermodal freight related projects
iii. Support improvements to the freight rail system
iv. Identify potential freight related projects.
Objective S: Improve non -motorized travel opportunities and facilities:
iii. Support improvements to the passenger rail system
The motion passed unanimously.
3. Time line
Mr. Morrison explained that the Draft MTP will be forwarded to the Board of Directors at their April
17, 2013 meeting. He stated that the Board has the option to initiate a 25 day public comment period
concluding with a public hearing on May 15, 2013.
Mr. Morasch moved and Mr. Barron seconded to incorporate the proposed revisions into the draft MTP and
forward to the Board of Directors. The motion passed unanimously.
7. Other Business
A. Changes to the Federal Functional Classification due to Adjusted Urban Area boundary changes
Mr. Sanders explained that MoDOT requested changes in the functional classification. He stated that a
portion of the changes are downgrading the functional classification of several of those roads.
Mr. Engelbrecht suggested, for consistency, to take it to a physical intersection on the roadway.

B. STP Urban Funding
Mr. Knipp explained that MoDOT has a "lapsing funds policy" which stipulates that once you get above
six years of allocations the funding is subject to being rescinded at the end of the federal fiscal year. He stated
that CAMPO's Fiscal Year 2013 allocation is $200,851 and there is a total balance of $586,856. He stated
that there will be one more allocation of $200,000 out of the prior federal transportation act for FY 2014 (on
October 1, 2013). Mr. Knipp explained that it will be up to the Highway and Transportation Commission to
extend the program beyond fiscal year 2014. He stated that they will look at whether the program is being
used more on a state wide basis and determine at that time whether to continue or retain those dollars and use
it on the MoDOT system. Mr. Knipp explained that CAMPO had a project programmed six years ago
utilizing STP urban funding, but there has been no activity. He encouraged CAMPO to move forward and
utilize those funds. Mr. Knipp explained that a letter is required from the sponsor indicating their intentions.
He stated that if there is intent to move forward with the project than he will draft a supplemental agreement
to establish reasonable progress. Mr. Knipp encouraged CAMPO to program a new project if they do not
intend to move forward with that project.
Mr. Morasch explained that the project Mr. Knipp was referring to is the Jefferson -Stadium project, and
that Jefferson City was waiting on the outcome of the school bond issue for the new Jefferson City High
School before proceeding.
Mr. Crane stated that in 2010-2011 STP funds were awarded for the Jefferson and Stadium project. He
inquired whether there will be a call for projects for the 2012-2013 funding. He commented that the Board
was pretty specific when they authorized the funds for the engineering and acquisition of right-of-way in
2011. He stated they wanted a call for projects every year and use it every year because they were not
interested in allocating all of the funds until 2017 for the Jefferson and Stadium project.
Ms. McMillan commented that the Jefferson and Stadium project was a priority, although the final cost
was not known.
Mr. Crane explained his preference to submit projects for money that is available.
Mr. Morasch suggested discussing this at the next Board meeting.
