Call to order, roll call, and determination of a quorum Ms. McMillan called the meeting to order at 10:12 a.m. A quorum of 9 voting members were present. 2. Public comment None received. 3. Adoption of the agenda as printed or amended Mr. Bange moved and Mr. Benz seconded to adopt the agenda as printed. The motion passed unanimously. 4. Approval of the minutes from the meeting of September 5, 2013 Mr. Benz moved and Mr. Bange seconded to approve the minutes from the meeting of September S, 2013 as printed. The motion passed unanimously. 5. Communications from the presiding officer None. 6. Old Business None. Wayfinding Scope of Services Mr. Sanders explained that the new Lafayette Street interchange poses an opportunity for wayfinding signage and aesthetics. He stated that some communities have experienced economic growth due to wayfinding systems. Mr. Sanders explained that at their September 21, 2013 meeting the Board of Directors approved amending the FY2014 Unified Planning Work Program scope of work to pursue wayfinding and aesthetic opportunities and directed the Technical Committee to draft a scope of services. He stated that $24,000 is available in the FY2014 work program budget to hire a consultant to assist in the development of a wayfinding plan. Mr. Sanders explained that wayfinding signage is funded locally. Mr. Mike Dusenberg, Missouri Department of Transportation, explained that aesthetics need to be identified as soon as possible to be incorporated into the project however wayfinding signage can be done separately from the project. He stated that MoDOT will fund the green guide signs that will take motorists off of the interchange onto Lafayette Street however wayfinding signage is funded locally. Mr. Dusenberg explained that wayfinding signage on the expressway requires a city to identify a minimum of three (3) districts citywide. He stated that each wayfinding sign on the city system is limited to a maximum of three (3) destinations. Mr. Dusenberg explained that on the local system you have to determine the destination, the design and the location of the signs. Mr. Bob Gilbert explained that he is volunteering on behalf of the Jefferson City Area Chamber of Commerce to pursue wayfinding opportunities. He stated that they are currently working on concepts and visuals of what this could look like and what this could cost. Mr. Gilbert explained that a consultant could dedicate more time to the public involvement process so that the wayfinding and aesthetics tie together and people feel that they have more input. He stated they are trying to develop some concepts, on volunteer time, to generate interest and public involvement. Mr. Landwehr recommended that staff work with MoDOT to start the Request for Qualifications process and send to the Technical Committee for their review and comments. B. New Transportation Improvement Program (TIP) Timeline Mr. Sanders discussed the proposed timeline for the FY2014-2019 TIP. He explained that the fust call for projects and request for budget information is slated for November 2013. Other Business A. Member Updates Cole County -- Mr. Landwehr gave an update on the Business 50 reconstruction project Jefferson City --Mr. Bange gave an update on the Missouri Boulevard/Heisinger Road sidewalk project and the Jefferson Street/Stadium Boulevard project. --Mr. Sanders reported that the Mid -Missouri Transportation Coordinating Council will be applying for Section 5311 grant funds for a mobility manager. Missouri Department of Transportation --Mr. Lynch reported that the Governor appointed a new member to the Highway and Transportation Commission. 9.
