Meeting of the Cemetery Resources Board

The Cemetery Resources Board met on Thursday, August 23, 2012 at 6:30 p.m. in the Small
Conference Room, lower level of the John G. Christy Municipal Building, 320 E. McCarty Street,
Jefferson City, Missouri.
Chairman Michael Shellman called the meeting to order at 6:30 p.m.
Approval of Minutes:
A motion was made for approval of the minutes for the June 7, 2012 meeting by Mark Schreiber
and seconded by Steven Wells. The minutes were approved.
Communications Received:
David Grellner announced that Board Member Mr. Kenneth Klamm has submitted his
resignation from the Cemetery Resources Board for personal reasons.
Election of Officers:
A motion to nominate Board Member Steven Wells as Co -Chairman of the Cemetery Resources
Board was submitted by Board Member Aaron Sewell. Mark Schreiber seconded. Mr. Steven
Wells was appointed Co -Chairman of the Cemetery Resources Board.
Chairman Michael Shellman took time to let everybody introduce themselves to the new board
member Aaron Sewell. Mr. Sewell also introduced himself to the board and staff.
Old Business:
Discussion was heard concerning Mr. Glover Brown's monument in the Old City Cemetery. Mr.
Glover Brown was present and he brought family history photos of Nora Webb. He explained
his purpose of wanting the monument in the Old City Cemetery. Janice McMillan introduced the
Donation Agreement from Mr. Webb and Capital Monument for the monument in the Old City
Cemetery. Discussion occurred between Mr. Brown, Board Members, and City Staff regarding
the number of names that could be placed on the monument and whether the back of the
monument could be used for additional names. Mr. Brown said it was possible to use both
sides of the monument. Mr. Brown also expressed interest in getting news agencies to cover
the dedication of this monument. Mr. Schreiber made a motion to accept the proposal of
placing this monument in the cemetery, it was seconded by Mr. Sewell, motion passed.
The priority project list was discussed. David Grellner introduced a project sheet which listed six
cemetery projects in Woodland/Old City Cemetery. The list was prepared by York Cemetery

Services of Clarksburg, Missouri. The list included repairs to the family plots and stones and
also included estimates on costs to repair these plots and stones.
Mark Schreiber also introduced a list of projects in the cemetery to be completed such as
cleaning and securing the wall along E. McCarty Street, repairing the Clark Mausoleum,
developing a plan for plot restoration and markers, resetting stones and grave markers,
conducting master inventory of the Woodland/Old City Cemetery using the Daughters of the
American Revolution Book made in 1976, photographing pictures of old stones, continue
documentation of historical figures, self -guided walking tours, look at perimeter borders, find the
status of the State of Missouri Lots and whether there are resources from the State of Missouri
to maintain this lot, and beautification of the cemetery. Longview Cemetery included cleaning
fence lines, straightening stones, working with State of Missouri on prisoner graves, and
beautification of the cemetery.
New Business:
The Cemetery Website was discussed. David Grellner mentioned that the City Cemetery
information was brought to an easier location to find on the City of Jefferson Website under
History/Heritage heading. Additional information was requested for the website to add pictures
and history to individual stones. Mark Schreiber stated he has the history information and will
make it available to use for the website. The Woodland/Old City Cemetery Book will also be
made available on the website.
Don Beck discussed placing row markers along the cemetery walls for visitors to find grave
spots easier.
Other Topics and Issues:
Mr. Wells asked whether a foundation has been set up for donation of money to the cemeteries.
Janice McMillan stated an account has been requested to be set up for donations and a
foundation would take additional time.
Mr. Wells asked about burials in Longview Cemetery and if that money could be used
specifically for the cemetery. Mrs. McMillan explained how the budget process works with the
money going into general revenue and then City Council appropriates the money. Mr. Schreiber
explained that the Missouri State Penitentiary is set up the same way.
Discussion was brought between Board Members and Staff regarding the marking of every plot
in the cemetery with a gravestone. Possibly a change in the City Ordinance may be needed to
require this.
The next Cemetery Resources Board Meeting was set for Thursday, October 18, 2012 at 6:30
p.m. in the Small Conference Room at City Hall.
Mr. Schreiber motioned to adjourn, Mr. Wells seconded. Meeting adjourned.
