A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
ACCEPTING THE ATP CYCLE 2 — COMMUNITY LINKAGES TO CIVIC
CENTER AND LONG BEACH BOULEVARD MERTRO STATION
IMPROVEMENT PROJECT (CIP NO. 4011.68.036) AS COMPLETE;
AUTHORIZING THE FILING OF THE NOTICE OF COMPLETION WITH
THE LOS ANGELES COUNTY RECORDER'S OFFICE AND THE
RELEASE OF THE 5% RETENTION 35 DAYS AFTER THE
ACCEPTANCE.
WHEREAS, the ATP Cycle 2 — Community Linkages to Civic Center and Long
Beach Boulevard Metro Station Improvement Project includes pedestrian improvements
on Bullis Road from Martin Luther King Boulevard to Fernwood Avenue and enhanced
pedestrian crossings at key intervals along Fernwood Avenue between Platt Avenue to
First Avenue. Construction of bulb-outs, curb ramps, sidewalks, ADA ramps, concrete
pavement, AC and ARHM overlay, landscape planters, striping and markings; and
WHEREAS, the Project limits are Bullis Road from Martin Luther King Boulevard
to Fernwood Avenue and along Fernwood Avenue between Platt Avenue to First Avenue;
and
WHEREAS, on October 10, 2019, the Notice Inviting Bids for the project was
advertised in the Daily Journal, Bid America, on the City's web site (PlanetBids); and
WHEREAS, the bid opening took place in the PlanetBids Platform on Wednesday,
November 12, 2019 at 10:00 A.M. (Pacific Time); and
WHEREAS, on November 19, 2019, per Resolution 2019.144, the City Council
awarded the Project construction to All American Asphalt in the amount of$2,053,968.60;
and
WHEREAS, the total project budget approved was $3,290,380. The City received
ATP in the amount of$2,319,000. The funding sources approved were from ATP Grant,
Measure R, Measure R Bonds, and Prop C; and
WHEREAS, the construction of the Project started on February 10, 2020. The
project completion was on November 27, 2020; and
WHEREAS, the City Manager approved twenty-seven (28) contract change orders
for the total amount of$530,810.07 (See attachment A); and
WHEREAS, staff conducted the final inspection on November 27, 2020 and found
that all work was completed in accordance with the project plans and specifications

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. The City Council of the City of Lynwood hereby finds and declares that
the foregoing recitals are true and correct, and incorporates them herein as findings and
as a substantive part of this Resolution.
Section 2. That the City Council of the City of Lynwood accepts the ATP Cycle 2
— Community Linkages to Civic Center and Long Beach Boulevard Metro Station
Improvement Project, Project No. 4011.68.036 as complete in accordance with contract
documents and authorizes the Direct of Public Works or his designee to process the
recordation of the Notice of Completion, and authorizes staff to release the 5% retention
35 days after the Project acceptance.
Section 3. This Resolution shall go into effect immediately upon its adoption.
Section 4. The City Clerk shall certify as to the adoption of this Resolution.
PASSED, APPROVED and ADOPTED this 1st day of March, 2022.
