Charter Review Commission Minutes
November 7, 2012

Chairman Agan called the meeting to order at 7:17PM
1. Read and Approve minutes from last meeting
(October 24, 2012)
Member Wall motioned to approve the minutes from October 24, 2012.
Member Hill seconded.
The motion was approved by unanimous vote of those present. Member Knowlton was
absent from this vote.
Member Knowlton arrived at 7:22PM
2. Review City Charter.
Section 14.01 — The Planning and Zoning Commission
The consensus of the Commission was to create a proposal to modify the Section to call
for the election of a Chairman and Vice Chairman to be elected from the membership of
the Commission.
Mr. Hawk indicated he would provide language for membership and operation.
Section 14.03— The Master Plan
The consensus of the Commission was to include this section in the "Clean-Up"
ordinance as this section is covered in section 211 and 213 of the Texas Local
Government Code.
Mr. Hawk indicated he would provide language consistent with State Law.
Section 14.04—Legal Effect of the Master Plan
The consensus of the Commission was to modify the verbiage, "...been submitted to and
approved by the Commission..."to "...been submitted to and reviewed by the
Commission..."
Section 15.07—Election To Be Called
The consensus of the Commission was to include this section in the "Clean-Up"
ordinance to align the date of the election with the "Uniform Election Day".
Section 15.10—Recall, Restriction Thereon
The consensus of the Commission was to create a proposal to modify the time frame of
the restriction on recall petitions from (3)three months to (6) six months.
Section 15.11 —Failure of City Council to Act
Mr. Hawk recommended modifying the verbiage from stating that the County Judge of
Tarrant County shall discharge duties to stating that, "...any citizen may seek judicial
relief in the District Court of Tarrant County, Texas. "
3. Assignment for Next Meeting
The next meeting of the Commission is scheduled for Wednesday,November 28, 2012.
The Commission will review possible proposals and determine which proposals should
be taken forward.
4. Public Comments
Beverly Williams—Stated she appreciated the Commission "hanging in there" during this
long exhaustive process, and is proud that the Commission is almost finished with the
review.
5. Adjournment
Secretary Ritter motioned to adjourn.
Member Knowlton seconded.
Chairman Agan adjourned the meeting at 8:51PM.
