HomeMy Public PortalAbout20081023eqcminutes Environmental Quality Commission Meeting Minutes Thursday – October 23, 2008 Present: Jim Crabtree-Chairman, Rob Didricksen, Kristen Hilty, Marty Miller, Carol Davit, Pam Barkhaus, Jim Penfold-Council Liaison; Staff: Melva Fast, Janice McMillan, Bill Lockwood, JJ Gates, Ray Wallace. Called to order at 6:30 p.m.; minutes from the August meeting were approved. Street Tree Plan Review Parks & Recreation staff distributed a revised tree planting plan that would allow primary and secondary plantings on each major street in the downtown complex. It was reviewed and discussed with some modifications suggested to the plan. The revised listing was unanimously approved by the Commission. It was suggested that Parks & Recreation prepare a press release that commemorates the 10th Year as a Tree City USA community, publishes the revised tree plan and discusses tree care. Recycling Update Jim Penfold updated the Commission about progress with the RFP for citywide waste management services. The timeline that was approved by the Council Administration Committee was distributed; the date will be adjusted about 2-3 weeks because the RFP was brought back to the Council at their October 20th meeting for final review. The RFP was sent out the next day. There has been a request to include 1-2 EQC members on the evaluation committee. Signage Chairman Crabtree distributed a draft language for review regarding animated signage. The draft defined animated signage. There was discussion about the problem with such signage. Janice McMillan indicated that the planning staff was currently reviewing the sign code and would incorporate this into their revisions. The EQC unanimously moved to adopt the animated sign language and forward it to the Planning & Zoning Commission. Other Business Chairman Crabtree discussed the possibility of Scenic Byways designation for the Hwy 179 corridor. Gene Bushman had been advocating for that designation about 2-3 years ago. Bushman will be asked to attend the next EQC meeting. Rob Didrickson distributed some recycling information; and the EQC participation in the Chamber Expo was discussed. Meeting adjourned 7:30 p.m. Next meeting will be November 20th at 6:30 p.m.
