HomeMy Public PortalAbout20100121eqcminutesEnvironmental Quality Commission Meeting Minutes Thursday – January 21, 2010 Present: Jim Crabtree-Chairman, Kristen Hilty, Carol Davit, Pam Barkhaus, Rob Didrikson, Keisha Nelson, Jim Penfold-Council Liaison; Staff: Melva Fast, Janice McMillan(arrived 7), Charlie Lansford, Bill Lockwood, Steve Rasmussen(left 7:15); Guests: Lillian Kincaid Called to order at 6:30 p.m.; November minutes were approved. Adrian’s Island Bill Lockwood gave a powerpoint presentation describing the Adrian Island project, the background and funding. After discussion, the Commission unanimously voted to support the riverfront access project. Electronic Sign Ordinance Nathan Nickolaus presented background information about the implications of electronic signage. The key concern is safety and Mr. Nickolaus distributed a draft ordinance which prescribes a total ban with the exception of Time & Temperature signs. The Commission will review it and take action at the next meeting. Recycling/Waste Program Update Charlie Lansford introduced Lillian Kinard as the new recycling coordinator hired by Allied Waster. Ms. Kinard reported that since November the average amount of recycling material is 36 lbs/household and 36% reduction in the waste stream. There was a discussion about a continuing education program and promotion of the positive recycling news. Mr. Lansford announced the $40K grant that was received for a household hazardous waste program Carol Davit asked about the status of the compost RFP. Mr. Lansford indicated that the proposal was out to the public. Ms. Davit requested the actual cost to operate the compost site and quantity of mulch produced at the site. Landscaping Ordinance Jim Crabtree will make a presentation to the Planning and Zoning Commission. Other Business Next meeting will be the February 18 at 6:30 p.m. The meeting adjourned at 8:45 p.m.
