Staff: Charlie Lansford, Bill Lockwood, Lauren Hershey; Guest: Lillian Kinard. Meeting called to order at 6:30 PM. A quorum was present. June 24, 2010 Minutes approved. Glass Recycling update Lauren Hershey gave a report of the glass recycling project. Two drop-off locations have been selected and the location of the storage bunker is still undetermined. Drop-off containers are being reconditioned and painted and advertizing decals are for sale. The collection and hauling contract has been bid and the project is on schedule to start on November 1, 2010. Curbside Recycling update Lillian Kinard gave a report on the Allied Waste Trash Contract with single stream recycling at the curb. The City residents are constant with a 28% weight reduction in the waste stream through recycling at curbside. The residents are following the guidelines for materials in the recycling carts and no loads have been rejected in Earth City. Recycling services are now being offered to some of the condo areas on private streets and hopefully recycling can be made available to apartment complexes in the near future. Allied Waste participated in the Chamber of Commerce Show Case and received lots of positive comments on the service currently being provided. Request for the removal of a tree well at 306 East High Street Bill Lockwood presented information concerning a request from the owners of the Tiki Bar and Grill to remove the tree and tree well in front of their business. This request was made to the Public Works and Planning Committee and was to be discussed at their meeting on September 23, 2010. However, the issue was delayed until the October 21, 2010, meeting. A motion was made and second to recommend to the Public Works and Planning Committee that the request to remove the tree and tree well be denied. The motion was passed unanimously. Petition to repeal the Trash Contract There was a question concerning what the City and the Environmental Quality Commission can do to promote the community to vote no on Trash Petition issue. Councilman Penfold explained the City’s position on campaigning. The group requested for someone from the Law Department to attend the next Commission Meeting on October 23, 2010 to explain the limits of campaigning in more detail.
