A Special Called Meeting of City Council was held this
evening at 7:30 P.M. for the following purposes:
(1) Considering a cost of living increase in salary
for certain city employees
(2) Discussing the payment of bill rendered by Lee &
Clark for legal work in acquiring land for Beach
Erosion Project.
(3) Discuss request for Quit Claim Deed on Crawford
property. (Letter from Bart Shea to Lance Smith).
The meeting was presided over by Mayor Allen Hendrix
and a quorum of the following Councilmen was present: Mrs.
Karen Losey, Mr. Walter Parker, Mr. Earl Anderson and Mr.
Edward Jung. City Attorney Lance Smith was also present.
Visitors at the meeting were Councilmen -elect Mr. Edward
Fahey, Mr. Joe Agnew, Mr. John Wylly, Mr. Richard DeLoach and
Mr. Jim Bond. Also present were Mr. Langden Cooper, Mrs. Irene
Brown, Mr. Charlie Hill, Mr. Tony Simon and Chief John Price.
After the formal opening of the meeting by Mayor Hendrix,
Councilman Edward Jung, Chairman of the Finance Committee, made
a motion that an 8% cost -of- living salary increase be given to
the City Clerk and its City Hall office staff, Mr. Tommy Reed,
Superintendent of the Department of Public Works, Mrs. Lucy
Patterson, Director of Recreation and Mr. S. R. Kent, Super-
intendent of the Sewerage and Water Department, this income to
become effective with the next pay period, June 27th. The motion
was seconded by Councilman Hosti and unanimously carried.
Payment of the bill rendered by Lee and Clark for legal work
in acquiring the land for the Beach Erosion Project was discussed.
City Attorney Lance Smith stated that he had discussed the payment
of various similar bills with all parties concerned and he had
informed them that it was anticipated that it would be approximately
90 days before the project was finished and it was his under-
standing that all parties including Lee & Clark were willing to
wait until that time for the money. Mayor Hendrix stated that he
knew Mr. Ed Lee and Fred Clark were aware that when some money
came in that we could use for this purpose, they would be paid.
Attorney Lance Smith stated further that we went on`record at
our Council meeting of March 2, 1974 approving this bill and

guaranteeing payment of it upon certification of the bills. Mr.
Smith then read to Council the letter written by the City Clerk
to Lee & Clark at Council's request on March 4, 1974.
LETTER AND LEE AND CLARK BILL
Next on the agenda for discussion was a request for a
Quit Claim Deed on certain property in Fort Screven known as
Portions of Lot #1 -Block 33 and a portion of the former Beach-
wood Drive located on the north side of Taylor Street east of
Pulaski Street -Fort Screven ward. Councilman Anderson stated
that at the time Mr. Grosse built his home there he got a
Quit Claim Deed for that portion of the lot behind his property
and this property is immediately adjacent to Mr. Grosse's
property. Councilman Anderson stated further that time was of
the essence in the matter since time was running out on the
commitment to purchase this property and he would like to urge
Council to take the necessary action to authorize the Mayor to
execute this Quit Claim. Mayor Hendrix felt that due to the
proximity of this property to the Sand Dune Property it might
be well to consult with Paul Ramee on this. At this point, Mr.
Charlie Hill, Real Estate Agent, informed Council that it was
already too late for his proposed sale because since it had taken
so long, the commitment had run out and he had returned the
binder. However, he stated, that he also handled the sale
with the present owner and that he would like Council to go
through with their proposed action in order to give his client
a clear title to the property. Councilman Earl Anderson then
moved that Mr. Lance Smith, our Attorney investigate the legality
of this transaction and if he approves same that the following
Resolution be adopted authorizing the Mayor to execute a Quit
Claim relinquishing any right the City might have in this
particular piece of property. The motion was seconded by
Councilman Parker and unanimously carried.
R E S O L U T I O N
There being no further business the meeting was adjourned to
the next regular or special called meeting.
