CALL TO ORDER
The Historic Preservation Commission (Commission) met for a regularly scheduled meeting on
Tuesday, April 13, 2010, at 6:30 p.m. in the Small Conference Room of the John G. Christy
Municipal Building, 320 East McCarty Street, Jefferson City, Missouri. The meeting was called to
order by Chair Ralph Bray.
APPROVAL OF MINUTES
The members reviewed the minutes from the March 9, 2010 meeting. A motion was made and
seconded to approve the minutes. The motion carried.
DEMOLITION PRESENTATION
Linda and Hank Stratman were recognized by Chair Ralph Bray for a presentation regarding the
property located at 1507 East McCarty Street, which is the subject of a pending demolition
application. The Stratmans described their plans for development of the site, the preservation
activities that have taken place and that are planned, and the structures that will need to be
demolished in order for the project to be completed. They noted that the demolition of certain
structures on the site is necessary because of the condition of the structures and also because
room will need to be made for off-street parking if retail businesses are to be attracted to the site.
Questions were raised regarding the ability to salvage materials from the structures that will be
demolished for use elsewhere on the site, and the Stratmans responded that, to the extent
materials are salvageable, they are being saved and used. At the conclusion of their presentation,
the Stratmans asked the Commission for expedited action on their demolition request.

CITY ISSUES/COUNCIL UPDATE
Ron Davenport reported on actions planned by the City in the Jackson Street area this summer.
He noted that owners of several structures in the area have been requested to board -up their
structures for safety reasons. He also noted that some of the structures in the area are in
particularly bad shape, which may require the City to take action on its own to shore -up the
structures to keep them from collapsing. He suggested that the Commission contact parties that
may be interested in some of the structures for historic preservation purposes. Commission
member Ric Telthorst asked if the City is able to recoup some or all of public expenditures that
are required to shore -up structures that are in jeopardy of collapsing. Mr. Davenport responded
that the City places liens on the properties and attempts to recoup its expenditures when the
structures are sold.
Councilmember Carrie Carroll stated that the City's new Communications Director would be
interested in attending a future Commission meeting, and also stated that the Director would be
willing to help with publicity for the upcoming Landmark Award presentations. Ms. Carroll also
stated that the City Attorney is still reviewing the ordinances proposed by the Commission, but
she asked if the Commission is still interested in pursuing some or all of those ordinances. During
discussion, Commission members expressed that they would like the City Attorney to complete
his review and recommend any changes in the ordinances that he believed would be necessary
before they could be submitted to the City Council. At that time the Commission would decide if it
wants to recommend one or more of the proposed ordinances for adoption by the City Council.
OLD BUSINESS
Preservation Plan
Chair Bray reported that the proposed Preservation Plan has been posted on the City's website
for public comment, but noted that to date no public comments had been received. He also
reiterated his plan to present and consider the proposed plan, along with any public comments, at
the May Commission meeting, with the objective of adopting a final plan at that meeting.
Landmark Awards
The Commission next considered the application for the 2010 Landmark Awards. Chair Bray
reported that there were seven applicants for awards: (1) the former home of Dr. Robert E.
Young, located at 516 East Capitol Avenue; (2) H -Hall, Unit #1, at the Missouri State Prison site;
(3) the Joseph and Elizabeth Wallendorf house, which is located behind the Missouri Farm
Bureau office; (4) the Neighorn House, located at 120-122 East Dunklin Street; (5) the Cole
County Jail/Sheriff's Residence, located at 301 East High Street; (6) the Washington Park Shelter
House, located at 1203 East Missouri Boulevard; and (7) the former Harold G. Butzer House,
located at 205 Riverside Drive.
Chair Bray noted that it had been common in the past for the Commission to select as many as
five award winners in any single year, but that there was no prescribed maximum or minimum
number that could be selected for a Landmark Award.
Copies of the seven applications were then circulated and reviewed by the Commission
members. Following that review, the Commission members discussed the applications and the
merits of each one. Following that discussion, the Commission recommended that Landmark
Awards be given to six of the seven applicants. The recommended award recipients were: (1) the
former home of Dr. Robert E. Young; (2) H -Hall, Unit #1, at the Missouri State Prison site; (3) the
Joseph and Elizabeth Wallendorf house; (4) the Neighorn House; (5) the Cole County
Jail/Sheriff's Residence; and (6) the Washington Park Shelter House. A motion was made and
seconded to confer 2010 Landmark Awards on each of the six recommended recipients. The
motion carried.

NEW BUSINESS
Greq Stockard Distinguished Service Award
Chair Bray next reviewed the criteria for the 2010 Greg Stockard Distinguished Service Award,
and opened the floor for nominations. Walter A. Schroeder's name was placed in nomination in
recognition of his preservation activities in the Old Munichburg community as well as his
authorship of several books regarding the history of Jefferson City and the mid -Missouri area.
There were no other nominations, and after a brief discussion a motion was made and seconded
to award the 2010 Greg Stockard Distinguished Service Award to Mr. Schroeder. The motion
carried.
Demolition Applications
The Commission next considered the application for demolition of some of the structures located
at 1507 East McCarty Street. Based on the presentation made earlier in the meeting by Linda and
Hank Stratman, a motion was made and seconded to approve the application. The motion
carried.
DATES TO REMEMBER
The Chair again stated that the Preservation Plan would be presented to the Commission for final
approval at the May meeting. He also reminded the members that the Landmark Awards
ceremony would be held on May 27th and urged as many Commission members as possible to
attend.
There being no further business to come before the Commission, a motion was made and
seconded to adjourn the meeting. The motion carried and the meeting was adjourned at 7:58
