Christy Municipal Building, 320 East McCarty Street, Jefferson City, Missouri. The meeting was called to order by Chair Ralph Bray. APPROVAL OF MINUTES The members reviewed the minutes from the July 13, 2010 meeting. A motion was made and seconded to approve the minutes. The motion carried. CITY ISSUES/COUNCIL UPDATE Ron Davenport reported that Diane Cary has put together a list of all Landmark Award winners, which will be posted on a webpage linked to the City's website. She lacks information on some of the past winners and has asked the Commission for assistance. Chair Bray mentioned that the Convention and Visitors' Bureau is interested in Landmark Award Winners as a possible tourist attraction. Following a brief discussion among the Commission members, Commission Member Jenny Smith volunteered to contact Ms. Cary and provide her whatever assistance and information she could on past award winners. Co -Chair Cathy Bordner suggested that the News - Tribune archives might be one place to look for information on past award winners. City Council Liaison Carrie Carroll reported that a new member, Bob Weber, joined the City Council at its last meeting, and noted that the budget for the upcoming year will be considered at Minutes of the Regular Meeting of the City of.lefferson Historic Preservation Commission August 10, 2010 the Council's next meeting. She also advised the Commission that the Council has formed an Old Town Committee to look at possible re -development opportunities in that part of town. Co -Chair Bordner asked whether the Council planned to look into possible donations of historic easements and Ms. Carroll stated that she would look into the issue and report back at a future meeting. REPORTS Habitat for Humanity Chair Bray reported that Commission Member Richard Moore has contacted Kelly Smith of Habitat for Humanity and has requested a list of Habitat projects that involved structures more than 50 years old. Although that information was not readily available, Ms. Smith indicated that she would prepare the requested information and provide it before the Commission's next meeting. Commission Recruitment Commission Member Jim Chilcutt stated that he had compiled a list of Commission Members whose terms expire at the end of 2010 and is in the process of determining which members would be willing to serve another term. He also noted that all members whose terms are expiring are eligible to serve another term should they choose to do so. Mr. Chilcutt also passed out to the members a tentative agenda for an open forum, to be held sometime in the future, to acquaint interested persons with the purpose and function of the Commission in hopes of identifying individuals who may be willing to serve when vacancies on the Commission occur. Co -Chair Bordner mentioned that Historic City of Jefferson has an extensive e-mail list of its members and others interested in historic preservation and suggested Mr. Chilcutt contact that organization to see if it would be willing to share that list for any future open forum. She also suggested the City's public outreach group be contacted about a possible City -sponsored press release to publicize any future forums. Chair Bray thanked Mr. Chilcutt for the work he had done thus far, and asked him to flesh out some of the topics on his proposed agenda for discussion at a future meeting. Preservation Month Although he noted that the 2011 Preservation Month is well into the future, Chair Bray asked all Commission members to continue to look for buildings to be nominees for next year's Landmark Awards. Landmark Award Winner Photos Chair Bray reported that Commission Member Art Langston was working with Diane Cary to secure photos of all past Landmark Award winners to be posted on the website being developed by the City. Convention Center Chair Bray reported that he was continuing to attend meetings of the committee charged with planning the proposed Convention Center. He said he had little to report about the committee's progress, but did note that a major hurdle to construction of the Convention Center had been overcome when Governor Nixon approved a bill passed during the last legislative session that will allow the City to increase its lodging tax, a major source of funding for the Convention Center. -2- Minutes of the Regular Meeting of the City of Jefferson Historic Preservation Commission August 10, 2010 Co -Chair Bordner asked if the committee was considering options for the Convention Center that would allow the facility to be used for a multitude of functions unrelated to conventions, such as private weddings. She stated a multi -use facility would allow the City to generate revenues when it was not being used for conventions. HPC Website Commission Member Jenny Smith briefly described her work to develop mock-ups of a possible webpage for the Commission. Features under consideration include links to preservation ordinances, the City's Preservation Plan, and websites and blogs related to historic preservation. OLD BUSINESS Preservation Plan Chair Bray read a message from Commission Member Ric Telthorst expressing his concerns regarding the lack of publicity regarding the proposed Preservation Plan, which was a possible reason for the lack of public comment regarding the plan. During a brief discussion, Chair Bray recalled the efforts that had been taken to publicize the proposed Preservation Plan and noted that the plan can be changed in the future if there is a public demand to do so. Following a brief discussion of the Proposed Plan, a motion was made and seconded to approve the Preservation Plan as proposed. The motion carried. NEW BUSINESS Demolition Applications No demolition applications were presented to the Commission for action. Chair Bray stated that he had received two pieces of correspondence from Walter Schroeder thanking the Commission for selecting him as the recipient of the Greg Stockard Distinguished Service Award. He also noted that Historic City of Jefferson has indicated a willingness to contribute $1,000 toward the cost of a grant survey with SHPO that will help those interested identify available grants for historic preservation. DATES TO REMEMBER The Chair noted that the next regular meeting of the Commission is scheduled for Tuesday, September 14`h. He also reminded the members of the Annual Preservation Conference, which wiil be held October 19-21 in Washington, Missouri. There being no further business to come before the Commission, a motion was made and seconded to adjourn the meeting.
