CALL TO ORDER
The Historic Preservation Commission (Commission) met for a regular (rescheduled) meeting on
Tuesday, September 21, 2010, at 6:30 p.m. in the Small Conference Room of the John G. Christy
Municipal Building, 320 East McCarty Street, Jefferson City, Missouri. The meeting was called to order
by Chair Ralph Bray.
APPROVAL OF MINUTES
The minutes from the August 10, 2010 meeting were reviewed and approved as presented.
CITY ISSUES / COUNCIL ISSUES UPDATE
Ron Davenport presented Hobo Hill as having applied for a Historic District. Cathy Bordner will send an
e-mail link regarding access to other historic neighborhoods.
City Council Liaison Carrie Carroll reported that issues from the Council were rezoning issues, the April
ballot will have the trash/recycling issue, and the November ballot has the smoke free issue.
Ms. Carroll reminded the Commission of the Oktoberfest that will be Saturday, September 26 and that
Carrie's Hallmark is participating in the City's facade program in the downtown district.

CLG GRANT APPLICATION
A full Commission discussion was held, led by Chair Ralph Bray, regarding the CLG Grants Application.
Historic City of Jefferson (HCJ) had offered $1000 towards an architectural survey grant. Several
discussions by Chair Bray and Co -Chair Bordner with Steve Veile (HCJ), Melva Fast and Jo Ann Radetic,
regarding areas appropriate for the survey and the expected cost of the survey ($7000), identified
prohibitive issues for this cycle for the CLG Grant (cost, organization of volunteer efforts). The
Commission then focused on efforts to organize for next year's grant cycle — efforts to identify an
appropriate surveyor and the ability to use volunteer efforts to defray costs as well as enlisting other
organizations to help fund the survey.
REPORTS
a. River City Habitat for Humanity — Deferred.
Commissioner Recruitment - Jim Chilcutt presented further development of plans for a
meeting that would involve other preservation type organizations . An updated tentative
agenda was presented and discussed and plans to begin organizing a location and time
(after the first of the year but well before Historic Preservation Month) were discussed.
Invitations to be extended to the other groups to present their mission statement and
objectives were suggested.
Efforts to bring historical homes to owners awareness was also discussed and consideration
to make such homes and information available to realtors was suggested.
C. Preservation Month —Jenny Smith continues to explore properties for Landmark Awards
and will be offering applications to property owners. She reminded the Commission that
suggestions are welcome. She is also pursuing having the artwork and essays formatted so
they will be adaptable to the website by approaching the teachers. Having these available
on the website will make them more accessible to the public.
d. Landmark Photoera phs — Deferred.
e. Convention Center - Chairman Bray presented an update on the Convention Center and its
ongoing development and plan growth. A recommendation has been made to begin
conceptual drawings by architects. He also reported that Lincoln University is considering
partnering with the convention center to develop a degree program focused on
hotel/convention center management.
HPC Website - Jenny Smith reported that progress to improve access to HPC website
through the IT Department for the City is moving along and requested that any
additions/corrections to the "mock-up" that she provided be to her by Sunday as the City IT
department was ready to move forward.

NEW BUSINESS
Demolition Applications - After reviewing the historical significance worksheet and applying the
applicable points, all demolition applications for 1004 Poplar Street, 1005 Madison Street, 1001 Madison
Street, and 1214 E. Elm Street were approved with 1 opposing vote on the property at 1005 Madison.
A discussion ensued for the appropriateness /desirability for neighborhood design/preservation for
neighborhoods.
Discussion regarding the possibility of making items from demolition sites as architectural salvage items
revealed several obstacles (ownership of property, safety, etc).
DATES TO REMEMBER
Next meeting.will be October 12, 2010 and expect discussion regarding Hobo Hill. The Commission was
reminded of the Annual Preservation Conference which will be held October 19, 20, 21, 2010 in
Washington, Missouri.
With no further business the meeting was adjourned.
