CALL TO ORDER
The Historic Preservation Commission (Commission) met for a regularly scheduled meeting on
Tuesday, October 12, 2010, at 6:30 p.m, in the Small Conference Room of the John G. Christy
Municipal Building, 320 East McCarty Street, Jefferson City, Missouri. The meeting was called to
order by Chair Ralph Bray.
APPROVAL OF MINUTES
The members reviewed the minutes from the September 21, 2010 meeting. A motion was made
and seconded to approve the minutes. The motion carried.
CITY ISSUES COUNCIL UPDATE
Ron Davenport reported that there was an ad hoc meeting regarding the proposed signage
ordinance where comments were solicited regarding whether electronic signs should be
permitted in historic districts of the city. He stated that comments made during the meeting
indicated those in attendance were not in favor of a blanket prohibition of electronic signs but
wanted to be sure there were strict guidelines adopted regarding such signs.
City Council Liaison Carrie Carroll reported that at its last meeting members of the City Council
discussed a resolution thanking Diane Cary for her efforts in support of the Historic Preservation
Commission. She also noted that a revised tattoo ordinance would likely be considered at the
Council's next meeting. She concluded by noting that there will be five (5) council seats up for

election in April and that persons interested in running for those seats will have the opportunity
to file for office in the near future.
REPORTS
Habitat for Humanity
Commission Member Richard Moore stated that Kelly Smith of Habitat for Humanity advised
him that five (5) structures aged fifty (50) years or more have been rehabilitated and that a sixth
structure is currently part of the group's Green Rehabilitation Program. In response to a request
from Commission Member Jenny Smith, Mr. Moore stated that he would contact Kelly Smith
and find out what criteria her organization uses to determine whether an older structure can be
rehabilitated as part of its program.
Commission Recruitment
Although Commission Member Jim Chilcutt was absent from the meeting, Chair Bray reported
on a draft letter that Mr. Chilcutt had prepared to recruit persons who may be interested in
serving on the Historic Preservation Commission. The Chair complemented Mr. Chilcutt for his
work thus far and stated that any further discussion of either the letter or Mr. Chilcutt's efforts
would be deferred to a future meeting when Mr. Chilcutt is present.
Preservation Month
Although he noted that the 2011 Preservation Month is several months away, Chair Bray
reminded members that nominations for Landmark Awards can be made at any time. He also
said he would continue his efforts to publicize the awards in the hope that interested persons
would submit nominations.
Landmark Award Winner Photos
Commission Member Art Langston stated that he had begun work on his project to assist Diane
Cary in securing photos of all past Landmark Award winners but that illness had prevented him
from making much headway. Mr. Langston stated that he was hopeful he would be able to
complete much of the project before the next Commission meeting, weather permitting.
Convention Center
Chair Bray reported on meetings he attended regarding the proposed Convention Center since
the last meeting of the Commission. He said current discussions focus on a Convention Center of
25,000-50,000 square feet in size. He further stated that a delegation from Lincoln University
had recently visited a new center in Lubbock, Texas and had returned from that visit with some
good ideas.
Co -Chair Cathy Bordner stated that she believed the Commission should be involved in any §106
evaluations that are undertaken to review properties and structures located within the
proposed footprint of the Convention Center.
Chair Bray noted that Governor Nixon had signed into law a bill enacted by the General
Assembly last session that would allow the city to increase its lodging tax to help pay for the
proposed Convention Center. He further noted that a committee of the City Council is currently
considering how much of an increase should be proposed and that the committee's
recommendation may be ready to submit to voters as early as February 2011.

Commission Member Smith briefly described her work on the Commission's website and noted
that prior to the meeting she had e-mailed to each Commission member a detailed description
of the work done to date. Comments she received in response to her e-mail were submitted to
the City's IT department for implementation.
Preservation Plan
Co -Chair Bordner reported that she currently is working to develop a list of priorities related to
the approved Preservation Plan, and that her recommendations would be forwarded to
Commission members at a future date. She listed the following as among the priorities she
currently is considering:
• Developing relationships with other organizations in the community interested in
historic preservation;
• Preparing a calendar of events that are historically significant or are of significance to
those interested in historic preservation;
• Identifying neighborhood conservation districts and historically significant
neighborhoods within the city;
• Developing a survey to assist in identifying structures and areas for nomination to the
National Historic Register; and
• Developing a plan for submission to the City Council that would make historic
preservation a city priority.
Chair Bray complemented Ms. Bordner on her efforts and stated that he would appoint a
subcommittee of the Commission to assist in further developing the list of priorities and a plan
to implement those priorities.
OLD BUSINESS
Co -Chair Bordner reported her impressions of the meeting regarding the proposed signage
ordinance and distributed copies of her notes from that meeting. She stated that there
appeared to be a consensus among those in attendance that a complete ban of electronic signs
in historic areas would be too difficult to enforce and will lead to too many requests for
variances from the ordinance. However, she urged the Commission and its members to express
their concerns about putting electronic signs on historically -significant buildings. She also noted
that the proposed ordinance likely will permit such signs in certain zoning categories.
NEW BUSINESS
Hobo Hill Historic District
The Commission briefly discussed the proposed nomination of the Hobo Hill Historic District for
inclusion on the National Register of Historic places, and suggested that the written nomination
be sent to the Commission for review prior to submission to the State Office of Historic
Preservation.
Demolition Applications
No demolition applications were presented to the Commission for action.

DATES TO REMEMBER
The annual Preservation Conference will be held October 19-21 in Washington, Missouri, and
Chair Bray urged the members of the Commission to attend. He also noted that CLG training will
be held in Ste. Genevieve on November 5-6.
The Chair noted that the next meeting of the Commission will be November 91" and the agenda
for the December 14th meeting will include the election of officers for 2011.
There being no further business to come before the Commission, a motion was made and
seconded to adjourn the meeting. The motion carried and the meeting was adjourned at 8:15
