CALL TO ORDER
The Historic Preservation Commission (Commission) met for a regular meeting (rescheduled) on
Tuesday, November 16, 2010, at 6:30 p.m. in the Small Conference Room of the John G. Christy
Municipal Building, 320 East McCarty Street, Jefferson City, Missouri. The meeting was called to order
by Chair Ralph Bray.
APPROVAL OF MINUTES
The members reviewed the minutes from the October 12, 2010 meeting. A motion was made and
seconded to approve the minutes. The motion carried.
CITY ISSUES
Ron Davenport reported on an unsafe structure that is to be demolished at 718 E. High Street, a former
veterinarian office. Two adjoining properties are in the process of being rehabilitated.
REPORTS
River City Habitat for Humanity
This report was deferred.
Commissioner Recruitment
Jim Chilcutt reported that various local groups that support historic preservation have been identified
and a meeting to introduce the Commission to them and share our missions is moving forward. A letter
was drafted and will be placed on City letterhead to be forwarded to each of the identified groups.

Preservation Month
Jenny Smith reported that an effort is being made to coordinate the preservation month essays to be
presented in digital form to make them more accessible on our website for this Spring's competition.
Landmark Photographs
This report was deferred.
HPC Web Site
There was nothing to report.
Preservation Plan
Cathy Bordner noted that some underlining made it to the final form of the Preservation Plan (had been
intended to be removed) and she will present a request and explanation to the IT Department to "clean
up" this issue. No change in content is proposed. During the December meeting some ideas will be
addressed to highlight items for focused, proposed actions for the incoming Commission to assist in
setting priorities for the upcoming year.
OLD BUSINESS
Nothing to report.
NEW BUSINESS
a. Demolition of 1116 E. High Street for Habitat for Humanity. The Commission requested
clarification of intent regarding this property.
b. Sign Ordinance. Co-chair Bordner attended the meeting to represent the Historic Preservation
Commission. Mr. Davenport reported that there are still unresolved issues being debated
including mobile billboards and how that may fit into this ordinance. The Commission suggested
that item #10 on the sample ordinance provided that " ... no electronic message center within
250 feet of protected historic building or area" and that the definition would include National
Historic Register buildings and National Historic Districts, a City Conservation District/City
Historic District or City Landmark Award winners. Motion made, seconded and passed to send
the above suggestion to the City committee studying the sign ordinance.
c. Bill Case has been recommended by the mayor and appointed by the City Council as anew HPC
Commissioner.
DATES TO REMEMBER
The next meeting will be December 14`h and there will be an election of officers for the new year.
With no further business to come before the Commission, the meeting was adjourned.
