Christy Municipal Building, 320 East McCarty Street, Jefferson City, MO. The meeting was called to order by Ralph Bray, Chairman. INTRODUCTION OF NEW COMMISSIONER Bill Case was introduced as the new member of the Commission. APPROVAL OF MINUTES Commissioners reviewed minutes from the November meeting. A motion was made and seconded to approve the minutes. The motion carried. CITY ISSUES Ron Davenport stated that he had nothing new to report to the Commission. REPORTS River City Habitat for Humanity River City Habitat for Humanity does want the HPC to take action on their application for a demolition permit for 1116 East High. Richard explained why we had received conflicting information about the application. The action on this application will be discussed under Old Business. Commissioner Recruitment Jim Chilcutt reported on the letter that will be sent to other preservation/historic organizations to invite them to our special meeting in the spring. We discussed additional groups to send the letter to. The letter should be going out very soon. Originally we planned to hold this meeting to try and recruit new commissioners for the HPC. However an additional goal for holding the meeting will be to let other organizations know about what we do and services we can provide. We and other organizations will also have the opportunity to learn about other groups. Minutes of the Regular Meeting of the City of Jefferson Historic Preservation Commission December 14, 2010 Landmark Photographs Art will be in touch with Diane Cary to complete the photographs of past Landmark Award winners. Website Jenny had nothing to report. The Commission praised the work she did on the website and how good it looks. It is on the city's main page of the city website. Preservation Month Jenny Smith reported on the buildings that owners are interested in nominating for the Landmark Award. We are also going to try to get the Heritage Essays in digital form beginning in 2011. Preservation Plan Priorities Cathy discussed the priorities in the document forwarded via email to Commissioners. A copy of the document is attached. The Commission passed a motion to accept the recommendations in the document and introduce at the January meeting. Conference Center Ralph gave an update on the conference center. The February 2011 election will include a ballot issue to raise the lodging tax from 3% to 7%. Sign Ordinance Cathy reported that she attended the sign committee's meeting in early December. There was not a quorum, but she was able to go ahead and report to the members present on what the HPC had recommended. The Commissioners asked Ron Davenport to find out if the sign committee could forward the newest draft of the ordinance to us. COUNCIL ISSUES Councilwoman Carrie Carroll reported that Monday the Council will discuss issues relating to tattoo parlors and the Hayselton St. issue. She also explained that the ballot issue to increase the lodging tax is to get the voters approval to raise the lodging tax to pay for the conference center. Councilman Ron Medin reported that the Old Town Revitalization Ad Hoc Committee will be presenting their report to the City Council in January. OLD BUSINESS Demolition permit application on 1116 East High This building is owned by Habitat for Humanity. They believe it is a safety hazard and want to demolish the building to remove the hazard. Ralph looked at the building from the street and agreed that it is a candidate for demolition. There was a motion and a second to recommend approval of the application for a demolition permit. The motion passed. NEW BUSINESS Demolition Permit Applications There were no new applications for demolition permits. Election of Officers The following officers were elected: Chairman: Cathy Bordner Co -Chairman: Bill Case Secretary: Art Langston 2 Minutes of the Regular Meeting of the City of Jefferson Historic Preservation Commission December 14, 2010 Ralph Bray will do an annual report to the City Council and to the State Historic Preservation Office Cathy will assist with putting together the annual report. Tax Credits Diane Light asked if there is a way for the HPC to give the legislature input on tax credits. Commissioners agreed this is a good idea. Governor Nixon appointed a committee to review all tax credits. This committee recently completed their public meetings and report. The legislature may be changing tax credits in the next legislative session. This is an issue that we can discuss at a future meeting. DATES TO REMEMBER The next meeting will be January 11, 2011. The CLG Forum will be February 5, 2011 at the Lewis and Clark State Office Building, here in Jefferson City. This forum is to provide training and information to Commissioners and others relating to the Certified Local Government (CLG) program. The meeting adjourned at 7:35 pm
