Christy Municipal Building, 320 East McCarty Street, Jefferson City, MO. The meeting was called to order by Cathy Bordner, Chairman. APPROVAL OF MINUTES Commissioners reviewed minutes from the December 14, 2010 meeting. A motion was made and seconded to approve the minutes. The motion carried. There was no meeting in January 2010, as we did not have a quorum. REPORT FROM MELVA FAST ON MSP PROJECT Melva stated that the environmental assessment of the MSP site is almost complete. Demolition should begin in the Spring or Summer. Melva gave a report on the project. Bill Case pointed out that the end of Chestnut Street is one of only one or two places in the US that we can determine whether we want to go over or under the railroad, and the railroad cannot prevent this. This is the result of a very old legal issue, dating prior to statehood for Missouri. Cathy requested that in the future the city include the Historic Preservation Commission (HPC) in the Section 106 process early in the process. She expressed concern that the city staff make all decisions and the commission is told after the process is in the final stages. Staff from the State Historic Preservation Office (SHPO) have reported they mail the paperwork to the HPC, but we do not see the paperwork. As the city's historic preservation commission, especially since Jefferson City is a certified local government (CLG) we should be involved more and earlier. If we are not given the material for another reason, that needs to be resolved. Melva agreed. COUNCIL ISSUES Councilwoman Carroll stated that on Friday there will be a meeting regarding the Greening America's Capitals initiative. She also briefly discussed the report on Old Town and the Chamber of Commerce Transformation Project. SPRING FORUM We discussed plans for the upcoming Spring Forum. CITY ISSUES Ron Davenport stated that he had nothing new to report to the commission. PRESERVATION MONTH We had two applications for Landmark Awards. We discussed other potential nominees. Regarding photographs of previous Landmark Award winners for the web site, Art stated he was waiting for Spring weather which would showcase the buildings better. NEW BUSINESS Liz Murphy, with the Friends of the Missouri State Museum, was here to let us know about that group. She was also very interested in the discussions so far. She attended Southeast Missouri State University (SEMO) in Cape Girardeau and was enrolled in the historic preservation program at SEMO. She stated that the book "Economics of Historic Preservation" would be a good resource for us. Students enrolled in SEMO's historic preservation program could be interns for us. They must do 400 hours of work in the field of historic preservation, and it can be (as is often) volunteer work. For example an intern could do a reconnaissance survey for us. Dr. Steven Hoffman is the head of the program and we should contact him. DEMOLITION APPLICATIONS 3409 N Ten Mile Drive: Neil Slatery spoke to us about the plans to construct a facility at this address.
