CALL TO ORDER
The Historic Preservation Commission (HPC) met Tuesday, April 12, 2011 at 6:30 PM in the Small
Conference Room, lower level of the John G. Christy Municipal Building, 320 East McCarty Street,
Jefferson City, MO. The meeting was called to order by Cathy Bordner, Chairman.
APPROVAL OF MINUTES
Commissioners reviewed minutes from the February 8, 2011 and March 8, 2011 meetings. A motion
was made and seconded to approve the minutes. The motion carried.
CITY ISSUES
Ron Davenport reported on city issues. He discussed the project on Clark Avenue in the old
Homer Cavette building. This is a very positive project that will help that part of Clark Avenue.
INTERN
Commissioners discussed the possibility of partnering with the Historic City of Jefferson (HCJ) to have
an intern from Southeast Missouri State University. Ron Davenport was not sure about finding a
workspace for the intern in City Hall. Bill Case thought that if we could not find a space in City Hall he
may be able to find space elsewhere. Ron will talk to the city. Our first attempt to find work space will
be in a city building. Ron will also check for a mentor. We think it would be best for the intern to be
supervised by a paid professional on city staff.
There was a motion and a second to proceed with working with HCJ to get an intern from Southeast
Missouri State University. The motion carried.

SPRING FORUM
We discussed the Spring Forum that was held on March 24. Those who attended felt it was a very
good meeting. We heard the following from those who were invited to attend:
Dr. Gary Kremer had read our Preservation Plan and felt that we are too focused on architecture. We
should be paying more attention to cultural history, such as neighborhood histories.
Jo Ann Radetic, from the Department of Natural Resources (DNR) felt our commission should have a
budget, and should be applying for grants from the State Historic Preservation Office (SHPO).
Steve Picker from the Convention and Visitors Bureau (CVB) distributed pamphlets and brochures
that the CVB has developed regarding historical sites in Jefferson City. We felt those brochures were
very well done.
Jim Chilcutt would have liked for more people to have attended. But we had a good meeting with
those that were there. It showed how the groups are intertwined.
Bill Case stated we should have these meetings more often, maybe every six months. The group
agreed with Bill.
PRESERVATION MONTH
The Caplingers will be awarded the Greg Stockard Distinguished Service award. We discussed
preparing the write-up about the Caplingers, and notifying them.
LETTER TO LEGISLATORS REGARDING HISTORIC TAX CREDITS
Cathy had forwarded a draft of the proposed letter to Senator Mike Kehoe, Representative Mike
Bernskoetter and Representative Jay Barnes to commissioners via email. Diane Light left a voice mail
for Cathy that we should mention some of the statistics that show the economic boost that results
from Missouri's historic tax credits. Art made a motion, that was seconded, that we approve the letter
with that additional information. The motion carried. Cathy will revise the letter and forward it to
Diane Cary to be typed on city letterhead.
DEMOLITION APPLICATION 1307 E. ELM STREET
The demolition application submitted for 1307 E. Elm Street showed the year of construction as 1971.
The building is not 50 years old. Therefore it is not necessary for this commission to review the
application. No action was taken.
