The Historic Preservation Commission (HPC) met Tuesday, August 9, 2011, at 6:30 p.m. in the
Small Conference Room, lower level of the John G. Christy Municipal Building, 320 East
McCarty Street, Jefferson City, Missouri. The meeting was called to order by Cathy Bordner,
Chairman.
APPROVAL OF MINUTES
The minutes of the July 12, 2011 meeting were reviewed and a motion was made by Jim
Chilcutt to approve and seconded by Bill Case. Motion carried.
COUNCIL ISSUES
Councilman Bray reported on the budget for the new fiscal year and the discussions regarding
the Festival Districts.
CITY ISSUES
Ron Davenport commented that the reorganization is complete regarding the City departments
and is working well. The Commission is now under Planning & Protective Services with Janice
McMillan as Director.
COMMITTEE REPORTS
These were deferred.
OLD BUSINESS
CLG Grant for National Historic Registration Application for Moreau Drive Historic District. The
grant pre -application has been submitted via Cathy Bordner and Melva Fast to the mayor who
has signed the application. SHPO will critique and make suggestions for the final application.
Next step is to reach out to the residents of the neighborhood. In that light the City Planning
Department will send out letters to the property owners to share information. Councilman Bray
suggests that members of the Commission attend the forum. Councilmen Bray and Griffith
would like to be present and Councilman Bray suggests the forum be held at McClung Park.
Minutes of the Regular Meeting of the City of Jefferson Historic Preservation Commission
August 9, 2011
Issues to discuss include property rights (no change for property owners) and property values
should increase. A subcommittee was formed (Case and Bordner) to meet with Janice
McMillan to schedule the meeting. The subcommittee will investigate a co-sponsor to help
cover the fee for the building and Commissioner Case will provide drinks.
For the CLG grant the SHPO will be helpful in preparing the grant. We are asking the City for
$5,000 and Historic City of Jefferson is providing $1,000. We expect the total grant to be
$17,000.
The final application for the grant is due the end of September. If it is good, then in November
or December the City will hire a consultant to write the National Historic Registration Application.
Phil Freeman (Old Town), Steve Veile, (HCJ), and Ron Medin (former Councilman) are all in
support of the Historic District. Suggestion was made to involve the Chamber of Commerce and
the Convention and Visitor's Bureau.
NEW BUSINESS
Nathan Nickolaus suggested as a project that the old Animal Shelter on E. Miller Street be a
part of the old fire station and be restored as a 1930's firefighting museum.
DEMOLITION APPLICATIONS
After reviewing each property for historic significance, architectural significance, and ability to
rehabilitate, the following decisions were made:
a. 207 W Elm — Motion made by Jim Chilcutt to deny demolition. Seconded by Carlos
Graham. Motion carried. Approved, 4; Opposed, 1. It was denied on historic
significance by age and being in a historic neighborhood that has sought protection
and significance.
b. 1219 Monroe — Motion made by Carlos Graham to approve for demolition.
Seconded by Bill Case. Motion carried. Approved, 3; Opposed, 1; Abstention, 1.
c. 1229 Monroe — Motion made by Bill Case to approve demolition and seconded by
Carlos Graham. Motion carried. Approved, 3; Opposed, 1; Abstention, 1.
d. 1231 Monroe — Motion made by Bill Case to approve demolition and seconded by
Carlos Graham. Motion carried. Approved, 3; Opposed, 1; Abstention, 1.
e. 213 Fulkerson — Motion made by Jim Chilcutt and seconded by Bill Case to approve
demolition. Motion carried. Approved, 5.
