The Historic Preservation Commission (HPC) met Tuesday, September 13, 2011, at 6:30 p.m.
in the Small Conference Room, lower level of the John G. Christy Municipal Building, 320 East
McCarty Street, Jefferson City, Missouri. The meeting was called to order by Cathy Bordner,
Chairman.
APPROVAL OF MINUTES
The minutes of the August 9, 2011 meeting were reviewed and a motion to approve was made
by Commissioner Carlos Graham and seconded by Commissioner Art Langston. Motion
carried.
COUNCIL ISSUES
Councilman Bray reported that the Budget Committee approved a budget to go to the City
Council and he is optimistic that the HPC request will be accepted. Commissioner Langston
inquired about the status of the sign ordinance. Full explanation will follow at a future meeting.
CITY ISSUES
Ron Davenport reported that the meeting regarding the National Historic Register District
(NHRD) for the Moreau Heights neighborhood is scheduled at McClung Park as an
informational session.
UPDATE ON GRANT APPLICATION
The pre -application is completed and has been reviewed by SHPO and they liked it. SHPO has
invited the City to submit a full application which is due September 30. Melva Fast will be
completing the full application.

The entire neighborhood received a letter inviting them to the meeting from Janice McMillan.
The letter was presented and reviewed by the Commissioners. Commissioner Graham inquired
if there were concerns within the district. Councilman Bray states that there are no known
oppositions to the NHRD. The usual question is whether or not there are changes to property
rights, which there are none. There are known advantages: prestige, honor, recognition, and it
tends to be desirable places to live.
DEMOLITION APPLICATIONS:
620 & 622 E. State Street. After reviewing additional information from the 1991 Urbana Group,
a motion was made by Commissioner Light and seconded by Commissioner Langston to
consider the properties together, motion carried unanimous.
A motion was made by Commissioner Smith and seconded by Commissioner Graham to not
approve the demolition request. The motion passed unanimously. After additional discussion
and input from Commission advisors, Commissioner Chilcutt moved to rescind the previous vote
to allow for further discussion regarding the historical significance of these properties. This was
seconded by Commissioner Langston and the motion was approved.
OLD BUSINESS
Under Committee Reports Commissioner Langston had nothing to report regarding Habitat for
Humanity. Pictures were provided of the Habitat rebuild on Moreau Drive and the Community
Center.
NEW BUSINESS
Next meeting Commissioner Smith will report on historic preservation ordinances.
The Commission is encouraged to watch for opportunities to assist in community planning.
Commissioner Chilcutt opened a discussion regarding attendance requirements for the
commission. Mr. Davenport added that there was a requirement for 2/3 attendance (8 meetings
per year). Chairperson Bordner will contact members to remind them of the requirement.
