Christy Municipal Building, 320 East McCarty Street, Jefferson City, Missouri. The meeting was called to order by Bill Case, Co - Chairman. Ed Meyers was welcomed as a new Commission member. APPROVAL OF MINUTES The minutes of the September 13, 2011 meeting were reviewed and a motion to approve was made by Commissioner Carlos Graham and seconded by Commissioner Jenny Smith. Motion carried. COUNCIL ISSUES a. Status of the CLG Grant Application. Full application was submitted September 29, 2011 (prepared by JoAnn Radetic). We expect to receive an answer in January 2012 regarding the decision on the grant award. b. Budget Request. The budget request was approved by the City Council. c. Other Information. Recommendations of projects from the Transformation Steering Committee were presented. Many involve historic projects and will potentially involve this Commission. The City will be asked to put a Y2 cent Economic Development Sales Tax on the ballot to fund these projects. CITY ISSUES a. Status of the E. State Street Properties. After speaking with the property owner, the property owner has decided not to demolish the two properties on E. State Street and instead evaluate them for businesses to support the development of the area (retail/coffee shop). Minutes of the Regular Meeting of the City of Jefferson Historic Preservation Commission October 11, 2011 DEMOLITION APPLICATIONS a. 624 Virginia Street. No significant historical or unique architectural features were identified for 624 Virginia Street. Motion to approve demolition was made by Commissioner Jenny Smith and seconded by Commissioner Carlos Graham. Motion carried. OLD BUSINESS There was no old business. NEW BUSINESS a. Review and Revision of Historic Preservation Ordinance. Commissioner Jenny Smith reported that as a part of our Historic Preservation Plan, she has reviewed Historic Preservation related ordinances from the following cities: (each are CLG certified) Washington, Columbia, St. Charles and Lexington. They are all fashioned after a template designed by the SHPO. Commissioner Smith noted that our ordinances seem to follow basic principles but are abbreviated. She also noted that many include design ordinances. Commissioner Smith requested that each of us review our current ordinances (they are available at the Historic Preservation Commission website) and bring some ideas to our next meeting to begin discussions to move toward strengthening our ordinances. Some early suggestions include: to extend the "grace period" after a disapproved demolition application; address absentee landlords and the "demolition by neglect" effect. DATES TO REMEMBER a. Next meeting will be November 8, 2011 b. Missouri Preservation Conference will be November 2-4, 2011 in Joplin, Missouri ADJOURNMENT With no further business, the meeting was adjourned.
