The Historic Preservation Commission (HPC) met Tuesday, February 21, 2012 at 6:30 p.m. in
the Small Conference Room, lower level of the John G. Christy Municipal Building, 320 East
McCarty Street, Jefferson City, Missouri. The meeting was called to order by Jenny Smith,
Temporary Chairman. New members Art Hernandez and Mark Schreiber were welcomed.
APPROVAL OF MINUTES
The minutes of the January 10, 2012 meeting were reviewed and a motion to approve was
made by Commissioner Carlos Graham and seconded by Commissioner Bill Case. Motion
passed with a unanimous vote.
COUNCIL ISSUES
Councilman Bray reported that activities and programs to attract business to Old Town are on
the City's website. Three weeks ago the City's application request to obtain a grant to hire the
consultant to write the nomination for the Moreau Heights District National Historic Register was
approved. The expected cost of the nomination application is approximately $17,000.
Approximately $20,000 was saved by the SHPO doing the survey as an in-house training
exercise. The City has budgeted $5,000 and the Historic City of Jefferson has pledged $1,000.
Melva Fast will be working with administrating the grant. Councilman Bray suggested that the
Commission consider helping the Hayselton neighborhood organize for a Conservation District.
CITY ISSUES
Ron Davenport reported that the Mulberry Apartments and a bungalow at 711 Mulberry are
close to acquisition by the City. They will be demolished and the area restored into a park. The
area is in a flood plain.

DEMOLITION APPLICATIONS
a. 202 Buchanan: Motion to approve request for demolition was made by Commissioner
Ed Meyers and seconded by Commissioner Carlos Graham. Motion passed with
unanimous approval.
b. 619 Ohio: Motion to approve request for demolition was made by Commissioner Ed
Meyers and seconded by Commissioner Bill Case. Motion passed with 1 "nay."
OLD BUSINESS
There was discussion regarding the review and revision of the Historic Preservation
Ordinances, in particular the request from Janice McMillan to review and give comments on the
design standards and guidelines for the proposed districts. Commissioner Jenny Smith will
meet with Chairman Cathy Bordner and then meet with Janice McMillan. Proposals will then be
presented to the Commission. From there they will be forwarded to the City Attorney. From the
City Attorney they will be taken to the City Council by our City Council Liaison Councilman Bray
as a bill for the City Council's approval/discussion.
NEW BUSINESS
Section 106 Reviews were presented by Melva Fast regarding 405 Locust and 1024 E. High
Street. Forms are submitted to the SHPO office for the grant monies available for historic home
repair. Each of the presented reviews was felt to not have a negative impact on the historical
integrity of these homes. Actually, they represent positive improvements to preserve these
homes. A discussion ensued as to how to handle future Section 106 Reviews. It was decided
to use a "gate keeper" who is a member of HPC to preview the 106 Reviews and bring forward
any reviews that require Commission discussion.
Landmark awards were discussed. No new applications have been received but there were
some late arrivals last year. Members were encouraged to review Sections 8-45 and 8-46 of
the City Ordinances for the criteria and submit or encourage submissions from the owners.
There will be no quota to strive for in granting any Landmark Awards, only by merit.
The Greg Stockard Distinguished Service Award nominees were briefly discussed. The award
is bestowed on an individual or as in the case of last year's recipients, a couple who have
demonstrated a commitment to historic preservation in Jefferson City. Names mentioned for
consideration were Betty Jo DeLong and Nick and Mildred Monaco.
