CALL TO ORDER
The Historic Preservation Commission (HPC) met Tuesday, June 12, 2012 at 6:30 PM in the Small
Conference Room, lower level of the John G. Christy Municipal Building, 320 East McCarty Street,
Jefferson City, MO. The meeting was called to order by Cathy Bordner, Chairman.
APPROVAL OF MINUTES
Commissioners reviewed minutes from the May 15, 2012 meeting. A motion was made and seconded
to approve the minutes. The motion carried.
COUNCIL ISSUES
Councilman Ralph Bray reported that the council is currently dealing with budget issues. Also, the
council voted to put the Fire Protection Service sales tax proposal on the ballot for a public vote.
CITY ISSUES
Ron Davenport discussed the merits of two home improvement projects at 709 Hobbs Terrace and
826 Clark that qualify for federal money. A 106 review was provided to the commissioners to examine
for the appropriateness of the renovations and was met with their approval.
OLD BUSINESS
A. Chairman Bordner asked fellow commissioners to consider ways we could improve the annual
Award Ceremony during Heritage week in May: Should we have time lines for all the
processes of selecting the Local Landmark awards, the Greg Stockard Award and
organization of the Art & Essay Contest? She would like to brain storm next meeting.
B. Janice McMillan reported that the RFQ draft for the National Register of Historic Places
nomination of the Moreau Drive historic district is under review now in the City Finance
Department.

C. Janice McMillan presented a revised Capitol Avenue Conservation District Draft #2 to the
commission. It incorporates many of the changes suggested by the commission and does
have an extended review period of 90 days for demolition requests, compared to the 60 day
period for properties outside of this district. A neighborhood meeting will be scheduled for all
residents within the boundaries of the proposed district. Ed Meyers made a motion to accept
this draft. It was seconded by Art Langston and voted unanimously to accept.
NEW BUSINESS
Diane Cary presented updates she proposes to make to the Historic Preservation Commission web
page. She has photos of all the past Landmark award winners by street with short histories of each
property. Some of the histories are from Gary Kremer’s Heartland History series, from News Tribune
articles and/or Essays written by students for the Essay Contests over the years. Diane suggested
that she could have the Landmarks sorted by year they were awarded also. Commissioners were
very excited about these improvements to the web sites and acknowledged by acclamation the
excellent work of Diane Cary toward this project. Chairman Bordner asked commissioners to be
considering other areas in which we could improve the commission’s web page.
DEMOLITION PERMITS
There were no demolition permits submitted for review.
DATES TO REMEMBER
Missouri Preservation Conference is October 24-26 in University City.
The Old Town Company is hosting an informational meeting for residents of Clark Avenue and East
McCarty Street neighborhoods to explain programs that are available to residents to purchase or
rehabilitate properties in these areas. The meeting is on June 19 from 4:30-6:30 at the corner of
Atchison and Clark avenue.
The next Historic Preservation Commission meeting is Tuesday July 10, 2012.
The meeting was adjourned at 7:40 PM.
