Christy Municipal Building, 320 East McCarty Street, Jefferson City, Missouri. The meeting was called to order by Cathy Bordner, Chair. APPROVAL OF MINUTES Commissioners reviewed the minutes from the September and October 2012 meetings. Both were approved unanimously. COUNCIL ISSUES Councilman Ralph Bray gave an update on the Council filings. There are openings in each of the 5 Wards. No one has filed for the 1t� Ward. The 2 Ward has two filings, 3 Ward has no filings, and the 0 and a Wards both have filings. November 13, 2012, was the first day for filings for the City offices. Discussions are under way regarding downtown parking spaces for those who live downtown. Lincoln University is in discussions with the City regarding Chestnut Street. A new noise ordinance was passed that uses decibel meters. Two new HPC Commissioners were appointed: Matt Alsager and Jane Moore. Bill Case and Ed Meyer were reappointed. 1 Minutes of the City of Jefferson Historic Preservation Commission November 13, 2012 A discussion was held regarding the value of the Commission to the community: Old Town development, incentives for owner occupied and the Historic District(s). CITY ISSUES Ron Davenport gave an update on the National Register Nomination Consultant Hiring Process. Lynn Josse from St. Louis has been selected. Art Hernandez serves on the selection committee. Currently we are awaiting contract review by the Legal Department. It is hoped that the application will be ready by the end of Summer 2013. Ed Meyer will serve as the liaison with the City to move forward. DEMOLITION APPLICATIONS A motion to approve demolition of 209 N Lincoln was made by Bill Case and seconded by Carlos Graham. Motion passed. 6 — aye votes, 1 abstention, 1 nay vote. Discussion followed regarding Conservation Districts to preserve neighborhoods. OLD BUSINESS a. Requiring Interior Photos with Demolition Applications on Buildings over 50 yrs. old. The City Attorney was unavailable for this meeting. Mr. Langston's proposal to require interior photos was discussed and Mr. Hernandez asked to add the wording that says "failure of commission to review would not hold up demolition permit." Councilman Bray and Ron Davenport suggested that the ordinance needs to be changed, which would happen by a bill through City Council to amend the existing ordinance. City Attorney Drew Hilpert would be invited to the next Commission meeting to discuss this. Councilman Bray will discuss with Mr. Hilpert about the wording on the application and changing of the ordinance. Further discussion was tabled until the January meeting. b. Annual Report. The Annual Report is due at the end of November. It is being drafted by Cathy Bordner. This will be sent by email to each Commissioner. A template is provided by SHPO. Elements of the report were discussed. Also, it was noted that the number of demolition applications is increasing. NEW BUSINESS a. Report from Carlos Graham and Bill Case on the Lafayette Interchange Advisory Committee. Mr. Graham and Mr. Case distributed the agenda from the committee meeting. The scheduled completion is 2016. There are concerns regarding the Boys and Girls Club, how it will impact LU's Homecoming, the State Track Meet, parades, and LU and Jefferson City High School graduations. The LU President's House will be preserved. There were also discussions regarding signage and aesthetics of bridges. b. Review Preservation Plan — What Goals on the Preservation Plan were Accomplished in 2012? This was tabled. c. Election of Officers. Chairman — Nomination of Ed Meyer was made by Bill Case and seconded by Carlos Graham. Ed Meyers accepted. Vote was unanimous. Co -Chair — Nomination of Bill Case was made by Carlos Graham and seconded by Artie Langston. Bill Case accepted. Vote was unanimous. Secretary — Nomination of Diane Light was made by Carolos Graham and seconded by Artie Langston. Diane Light accepted. Vot6AvUas;6fianimo1us. Bill Case wanted to recognize Cathy Bordn'e�r for her excellent work on the Commission. d. Decide on Whether to Hold December Meeting. A motion to not meet in December was made by Mr. Graham and seconded by Mr. Case. Vote was unanimous. Michelle Brooks was also recognized for her dedication to reporting on Commission issues and activities. 2 - Minutes of the City of Jefferson Historic Preservation Commission November 13, 2012 DATES TO REMEMBER a. The Historic City of Jefferson will be having a program called "The Foot" December 13, 2012. Dr. Gary Kremer will be speaking. b. The City's Living Windows will be November 30, 2012. c. The Historic Preservation's next meeting will be January 8, 2013. ADJOURNMENT Motion was made to adjourn by Carlos Graham and seconded by Artie Langston. Vote was unanimous.
