CALL TO ORDER
The Historic Preservation Commission (HPC) met Tuesday, January 8, 2013, at 6:30 p.m. in the
Small Conference Room, lower level of the John G. Christy Municipal Building, 320 East
McCarty Street, Jefferson City, Missouri. The meeting was called to order by Ed Meyers, Chair.
APPROVAL OF MINUTES
Minutes of the November 13, 2012 meeting are to come. None to review at this time.
COUNCIL ISSUES
Councilman Ralph Bray reported that the Council decided to take no further action on the
vacating of Chestnut Street.
CITY ISSUES
Ron Davenport introduced Lynn Josse, who is a historic preservation consultant from St. Louis
and has been chosen to be the consultant for the Moreau Drive Nomination Project.
Ms. Josse spoke about the National Register process and the Moreau Drive project. The
National Register of Historic Places is maintained by the National Park Service in Washington
DC. Jefferson City has a number of historic districts already. (The most recent, Hobo Hill, was
listed in January.)

The Moreau Drive neighborhood was surveyed by the State Historic Preservation Office
(SHPO) in 2008-2010, and SHPO has given a matching grant to the City to fund this
nomination. The draft nomination will be turned in at the beginning of February. The SHPO
then reviews it. They will send it to the City for HPC's comments in March or so. The final
nomination, with requested revisions, will be presented to the Missouri Advisory Council on
Historic Preservation (MOACHP) in May. When approved, it is forwarded to the National
Register for a final review and listing. This should occur by the end of the summer.
There had been a successful public meeting earlier in the day. Perhaps 25 people attended
and were supportive to enthusiastic. Many already knew about the project. It was noted that
the boundaries of the district will be slightly different than those suggested at the survey phase.
Most of Lee Street will be included in the district since its topography and architecture are
comparable to the other streets in the district.
DEMOLITION APPLICATIONS
There were none.
OLD BUSINESS
Associate City Counselor, Jeremy Cover, discussed the concerns of the Commissioners about
changing the language in the demolition applications. Mr. Cover offered to meet with some of
the Commissioners to review the proposed and, if necessary, draft appropriate changes. The
main concern was that administrative protocols are followed with final approval resting with the
City Council.
NEW BUSINESS
Janice McMillan spoke with the Commission regarding the City of Jefferson Fagade
Improvement Tax Reimbursement Program Design. Ed Meyers, Chairman and Mark Schreiber
will meet prior to our next meeting to review areas of the existing Fagade Improvement Tax
Reimbursement Program and make suggestions regarding possible changes.

Next meeting will be February 12, 2013.
2013 Missouri Certified Local Government Forum will be Friday, April 19, 2013, at the Lewis and
Clark State Office Building Conference Center in Jefferson City.
